The Yellow Bridge connecting the islands of Lembongan and Ceningan near the Indonesian resort island, collapsed at around 6:30pm local time on Sunday evening.
Media reports suggested that, people were passing over the suspension bridge for a religious ceremony when the accident occurred.
The water was not deep but many of the victims were crushed by debris. All were reported to be local residents. Three children were reported to be among the dead.
Officials said it was not clear whether anyone was missing. A fresh search would begin at daybreak.
Andrew Sutherland, a British expatriate and tour operator in the area, told the media that the bridge was the only one connecting the two islands.
The bridge, which was about 100 metres long and 1.5 metres wide and used only by pedestrians and motorcyclists, collapsed as many people were passing over it while returning from praying at a temple on Ceningan island.
Authorities believe that too many people were passing over the bridge as part of a religious ceremony when it collapsed but the cause of the accident is yet to be confirmed.
