Airport Authority Votes for Reduced Commercial Development Envelope for B-6 Opportunity Site in Environmental Impact Report Analysis

Burbank AirportThe Burbank-Glendale-Pasadena Airport Authority, owner and operator of Burbank Bob Hope Airport, has voted to submit a Development Application Package to the City of Burbank for a replacement 14-gate terminal and development of the B-6 “Opportunity Site” adjacent to the proposed terminal that would limit the amount of proposed mixed-use commercial and industrial development in the project to 2.35 million square feet. The original proposed concept, based on a 15-year development period, would have considered development up to 3 million square feet.

 
Submission of the application package was required for the City to issue a Notice of Preparation for an Environmental Impact Report (EIR) planned later this month.  “Our goal is to ensure that the proposed replacement terminal and the commercial development nearby on the Opportunity Site will achieve the best possible balance of new businesses and jobs for Burbank without overwhelming the local infrastructure. We heard – and
responded to – public comments that the proposed development concept was too large, and we wanted to address that issue,” said Authority President Susan Georgino. “The lower density of development reflects a more desirable and practical shorter 10-year time period over which to plan the site build-out,” she added.

 
As approved for submission, the Authority’s Development Application Package adheres
to the list of characteristics for the project approved by the Authority and the Burbank City Council during a joint session November 14, with the exception of the reduced maximum development on the 58-acre Opportunity Site.

 
The replacement terminal would have 14 aircraft gates, the same number of gates as the current terminal. The number of airport parking spaces would also remain unchanged, at 6,631.

 

The replacement terminal would encompass approximately 355,102 square feet, an increase of 144,503 square feet over the current terminal building, to provide for additional user amenities, more spacious hallways and gate areas, and enhanced security facilities.

 
Other characteristics of the terminal portion of the project include demolition of the
existing passenger terminal, extension of airfield taxiways, relocation of fire suppression
operations, and construction of accessory structures to the replacement terminal and other physical components of the Airport that would be reconfigured as a result of the construction of the replacement terminal building.

 
Potential commercial uses on the Opportunity Site could include several types of office
space, flex/industrial, retail and hotel. This reduced development concept would provide for more flex/industrial space but reduced Class A office space. The development of the Opportunity Site would take advantage of its close proximity to the Antelope Valley Metrolink line and the proposed replacement terminal. It is anticipated that following the City’s issuance of the Notice of Preparation, a public scoping meeting will be held, after which the final project description for study in the EIR will be determined. The City’s timeline for the EIR calls for its completion in early 2015.
