Reports said the fire broke out in the basement of the Cuba Libre bar where the private party was being held. At least six people were rescued and receiving treatment for injuries. The victims are between ages 18 and 25.
More than 50 firefighters were called to the fire in the centre of the city.
Authorities were describing the fire as an accident, possibly started by the candles on the birthday cake. They are believed to have been killed by a poisonous gas emitted by a material in the ceiling which caught fire.
Following the incident, a major street was blocked and a security perimeter was set up around the bar. Firetrucks and several police vehicles swarmed around the bar on Avenue Jacques Cartier.
The secretary general of the prefecture of Seine-Maritime, Yvan Cordier, went to the bar and said emergency services had “intervened very quickly”. More than 50 firefighters battled the blaze at the bar in the city centre.
Cazeneuve, France’s minister of the interior, said a judicial inquiry was under way into the cause.
Authorities appeared to set aside the possibility of terrorism.But the country still remains under state of emergency following the Bastille Day attack in Nice and the Paris attacks.
