The ministry has not yet been established what had actually caused the crash that had taken place around 8 a.m. close to Volna that is a village in the region of Krasnodar.
A criminal investigation has also been launched to probe the exact cause of the incident.
The Russian Investigation Committee said that the various versions of the accident are being examined properly and even those that include a violation by the bus driver or a technical snag.
Oteko Portservice, the company running the shipment facility said that the crash might even have been caused by a failure in the braking system of the vehicle.
A crane has been used to list the bus out of the water.
Initially the authorities said that 35 people were on board the vehicle but later increased this figure.
