Seven Americans and two citizens of Sweden are among the injured, as per the Quintana Roo state Civil Defense spokesman Vicentre Martin.
She had mentioned that the authorities are yet to establish the nationalities of the deceased.
In an official statement Miami-based Royal Caribbean Cruises asserted that passengers from two if its ships, the Serenade of the Seas and the Celebrity Equinox were involved in the bus crash.
A spokesman from the U.S. Embassy in Mexico said that U.S. officials were working with the local authorities to determine if the U.S. citizens were involved.
Video images from the scene showed that the bus on its side was lying motionless, with a few survivors lying on the pavement while others walked around. Martin said that the crash occurred as the bus was on its way to the ruins at Chacchoben, nearly 110 miles to the southern part of Tulum.
The cause of the accident is currently being investigated.
The bus company involved, Costa Maya said in a statement that the bus was carrying tourists who had visited the coastal town of Mahahual aboard a cruise vessel.
The company went on to add that alongside the tourists and driver a guide was also in the bus.
