ELFAA urges Parliament to reject Commission proposal to weaken effectiveness of EU ETS

ELFAA airlinesELFAA is deeply concerned that the European Commission is proposing to reduce the effectiveness of EU ETS by limiting the extent to which it captures aviation emissions. The Commission is proposing that instead of the emissions from all flights forming part of EU ETS, the scheme should cover only a small proportion of emissions. The EU Parliament should reject the Commission proposal.

 

John Hanlon, Secretary General of ELFAA said:

“The Commission’s proposal undermines the EU’s claims to be leading the efforts to tackle climate change. If it is accepted it will totally undermine the progress made by including aviation’s emissions within EU ETS.”

 

“The Commission proposal will exclude most of the emissions from long-haul flights, even though these flights account for 80% of the EU’s aviation emissions. The proposal contravenes the EU’s own environmental laws. Further, the Commission’s proposal violates the principles of equality, as the design of the scheme does not reflect its scope. This is discriminatory and violates EU law.”

 

“We call upon MEPs to reject the Commission’s plans to exempt the majority of aviation emissions from EU ETS. It is clear there is no real commitment from ICAO to move towards a global scheme for aviation and that the conditions Parliament and the Commission placed on the ‘Stop the Clock’ exemption in 2012 have not been met.”

 

ELFAA has consistently supported the inclusion of aviation in EU ETS. ELFAA renews its call for the reinstatement of full scope EU ETS, to restore environmental effectiveness and remove the unfair discriminatory burden of a limited scope”.
