The attackers are being searched, central parts of the town on the German borders are sealed off.
The police confirmed that the attack was not related to terrorism.
Two were seriously injured. The local shops are shut and people have been advised to avoid that area.
At around 10:39 local time (8:39 GMT) an alarm was raised and a man entered the office building in Schaffhausen the police mentioned.
Stating further the police stated attacker was on the run but they could find who the attacker was, a 6.2ft tall man with an unkempt appearance and was driving in a white VW van. A large number of officers had been deployed in that area.
Around 36,000 people live in the historic town of Schaffhausen, the capital of the Swiss canton with the same name.
