China eases provisions on outbound Chinese tourism

On October 8, 2022, the State Council delivered an announcement which said that two provisions in laws concerning foreign investment in travel agencies and nursing homes in Tianjin, Shanghai, Hainan, and Chongqing have been provisionally adjusted, operative from the same day.


The modifications will be applied until April 8, 2024. They will allow foreign-invested travel agencies to involve in global travel for mainland Chinese citizens for the first time, easing admittance to non-profit private non-enterprise organizations backed by foreign contributors to function care homes.


The adjustments were permitted by the State Council as per appeal from the four municipalities and provinces apprehensive to undertake all-inclusive pilot projects for the growth and opening of the service industry.


This designates that the adjustment, even though transitory, will serve as a preliminary project, which could be implemented in more areas or prolonged outside the opening period.


Foreign-invested travel agencies meeting the circumstances are allowable to take part in outbound Chinese tourism. However, the State Council or related government departments have not yet elucidated what these conditions are.
