The Goa Human Rights commission (GHRC) said that the government and the tourism department are not responsible for the drowning incident of a tourist at Harvalem waterfalls in August 2021.
Rahul Kumar, the brother of the dead tourist based in Delhi, filed a complaint saying that there was no lifeguard to save his brother, and that the “government’s irresponsibility snatched away his brother”.
However, the GHRC said that the unfortunate incident was not due to any government negligence but “his venturing into the water at his own risk.”
The tourism department said that during the rainy season between June to September every year, all the beaches are closed to the public and no one is allowed to go into waters or swim in the sea. Also, all rivers, including areas around the waterfalls get flooded becoming rough and dangerous, and are hazardous for swimming or bathing.
The department said that the government appointed Drishti Lifeguard for lifeguarding and water safety services at 41 beaches across Goa and two inland water bodies:Dudhsagar waterfalls and Mayem Lake, since they witness huge tourist footfalls.
However, there are no lifeguarding services at Harvalem waterfalls since it is not included in the scope of work in the tender for lifeguarding.Every year, the deputy collector/sub-divisional magistrate requests the department to arrangerequired lifeguards and lifeguarding services during Mahashivratri festival at Harvalem waterfalls.
