The Ministry of Tourism has recently announced approval for three significant projects aimed at boosting sustainable and inclusive tourism in Ladakh. These projects, which have been sanctioned under the revamped Swadesh Darshan 2.0 scheme and the Challenge Based Destination Development (CBDD) sub-scheme, focus on promoting eco-tourism, biodiversity conservation, and community-based livelihood development in the region.
Under the Swadesh Darshan 2.0 scheme, two key projects for Ladakh have been approved, along with an additional project under the CBDD scheme. These initiatives are expected to drive both environmental sustainability and economic growth in the region. Specifically, the projects will focus on eco-tourism, border tourism, and enhancing local community involvement in tourism-related activities.

The Swadesh Darshan 2.0 initiative is designed to foster sustainable tourism in lesser-known destinations, particularly eco-tourism circuits, while also improving local infrastructure and building capacity. This aligns with the broader objective of promoting responsible and inclusive tourism in India, particularly in less explored regions like Ladakh.
The Julley Leh Biodiversity Park is one of the prominent projects sanctioned under the Swadesh Darshan 2.0 scheme. With a budget of Rs 23.17 crore, the project aims to enhance the eco-tourism experiences in Leh. This initiative will create a unique space for nature lovers, environmentalists, and tourists alike, while also contributing to the preservation of the region’s rich biodiversity. The park will offer visitors the chance to explore the stunning landscapes and diverse flora and fauna of Leh, providing a valuable experience in line with sustainable tourism principles.

Another important project under the Swadesh Darshan 2.0 scheme is the Exploring LoC and Hundarman Village Experience in Kargil. With an investment of Rs 11.91 crore, this project aims to promote border tourism in the region. It will help to showcase Kargil’s unique history and significance, especially its position at the Line of Control (LoC). The project will also focus on enhancing the village experience, providing tourists with a closer look at the life and culture of this border region. It will help stimulate local economies by creating tourism-based job opportunities and increasing awareness of the area’s strategic importance.
A third project under the CBDD scheme involves the development of Mushkoh as a sustainable tourism hub. The Rs 9.82 crore project will focus on promoting sustainable tourism practices while improving the local tourism infrastructure. Mushkoh, which is known for its scenic beauty and cultural significance, will be developed into a destination that balances tourism growth with environmental and cultural preservation. The project will also focus on creating livelihood opportunities for local communities, especially youth and artisans, by offering them training and capacity-building programs in hospitality and tourism.

These initiatives reflect the government’s ongoing commitment to fostering sustainable tourism that not only benefits visitors but also empowers local communities. The Ministry of Tourism has highlighted several key goals of these projects, which include:
The Ladakh Union Territory Administration will be responsible for implementing these projects on the ground. The Ministry of Tourism will play a key role in overseeing the progress of these initiatives, ensuring that the objectives are met in a timely and efficient manner. Regular monitoring will take place to assess the impact of these projects on the local communities and the environment, ensuring that they align with the sustainable tourism goals outlined by the government.
The Indian government has also allocated a substantial amount of funding for tourism development across the country. A total of Rs 1,900 crore has been earmarked for the Swadesh Darshan scheme for the year 2025–26. Additionally, Rs 25 crore has been set aside for the Capacity Building for Service Providers (CBSP) program, which includes support for service providers in Jammu and Kashmir as well as Ladakh. This financial commitment underscores the government’s dedication to improving tourism infrastructure and services, ensuring that both the tourism industry and local communities benefit from these projects.
The successful implementation of these tourism projects is expected to bring about a transformative change in Ladakh’s tourism landscape. By enhancing eco-tourism, preserving biodiversity, and creating sustainable livelihoods, these initiatives will not only make Ladakh a more attractive destination for tourists but also ensure that the region’s natural and cultural heritage is safeguarded for future generations. As Ladakh continues to gain popularity among domestic and international tourists, these projects will serve as a model for other regions in India seeking to develop tourism in a responsible and sustainable manner.
The approval of these three major sustainable tourism projects by the Ministry of Tourism marks a significant step forward for Ladakh’s tourism industry. With a focus on eco-tourism, community empowerment, and infrastructure development, these projects are poised to bring long-lasting benefits to the region. As the implementation progresses, the government will continue to monitor the projects closely, ensuring that they contribute to the sustainable growth of Ladakh’s tourism sector.
