Japan Reduces Visa Slots for Filipinos as Travel Demand Skyrockets

Published on January 30, 2025

Japan has tightened tourist visa slots for Filipinos amid surging demand, urging early applications as agencies face long queues and processing delays.

Japan’s embassy in the Philippines has imposed stricter controls on tourist visa processing for Filipino travelers as the country faces an unprecedented tourism influx, fueled by the weak yen.

In response to the surge, the embassy now advises Filipino applicants to submit their visa requests up to two months in advance—more than twice the previous recommendation. However, the abrupt adjustment could slow the momentum of Filipino tourism to Japan.

Filipino travelers typically obtain their visas through authorized agencies, with at least five operating in the country. A travel agency official in Manila disclosed that the embassy has significantly reduced its daily visa application cap by approximately 50 percent.

The policy shift has overwhelmed visa processing agencies, leading to long queues forming even before office hours. Many agencies have already suspended new applications or shifted to an appointment-only system due to the overwhelming demand.

Later this year, the embassy plans to transition to a centralized “visa center system,” outsourcing application processing to a designated service provider. While the change aims to streamline operations, travel industry insiders are concerned that consolidating visa processing under a single entity could present new challenges.

Japan National Tourism Organization, an estimated 818,700 Filipino travelers visited Japan in 2024—marking a 31.6 percent year-on-year increase and setting a record for the second consecutive year.

Among the six primary ASEAN countries—Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Brunei—the Philippines ranked second in visitor numbers to Japan in 2024, following Thailand. However, it recorded the highest growth rate among ASEAN nations. The influx has been largely attributed to the weak yen and an increase in direct flights operated by low-cost carriers.

Despite Japan’s rising appeal among Filipino tourists, the country maintains strict visa screening processes, including income verification and extensive documentation. With additional restrictions and prolonged processing times, Filipino travelers may start considering alternative travel destinations.
