Ladakh is set to witness an unprecedented surge in eco-tourism following the Centre’s approval of three groundbreaking sustainable tourism projects. These initiatives aim to preserve the region’s fragile environment while providing travelers with authentic, eco-friendly experiences. By focusing on eco-tourism, the projects seek to boost local economies, promote environmental conservation, and position Ladakh as a leading destination for responsible tourism in the coming years.
The Ministry of Tourism has recently approved three major projects under a central government initiative designed to foster sustainable and inclusive tourism development in the region. These projects, aimed at boosting tourism while preserving the unique cultural and natural heritage of the area, will bring substantial benefits to local communities, particularly in Ladakh. As per official data presented to the Lok Sabha, the central government has sanctioned two projects under the Swadesh Darshan 2.0 programme and one additional project under the Capacity Building for Development and Diversification (CBDD) scheme. These projects are focused on areas such as biodiversity conservation, border tourism, eco-tourism, and community-based livelihood development, all of which are critical for enhancing the tourism infrastructure and creating economic opportunities in Ladakh.
The Swadesh Darshan 2.0 programme is a flagship initiative of the Ministry of Tourism, aimed at developing theme-based tourist circuits across the country. Under this programme, two major projects have been approved for Ladakh, which will significantly enhance the region’s eco-tourism and cultural appeal.
The first project, the “Julley Leh Biodiversity Park,” has been allocated Rs 23.17 crore. The park is expected to promote eco-tourism by providing a unique and immersive experience for visitors while highlighting the rich biodiversity of the region. The park will feature various conservation efforts, including the protection of local flora and fauna, making it an important step toward sustainable tourism in Ladakh. The second project under Swadesh Darshan 2.0 is the “Exploring LoC and Hundarman Village Experience, Kargil,” which has received an allocation of Rs 11.91 crore. This project aims to enhance the tourism experience around the Line of Control (LoC) and the Hundarman Village in Kargil, which is historically significant and a key site for border tourism. By developing infrastructure, providing enhanced accessibility, and offering visitors a deeper understanding of the region’s history, the project will bolster the tourism potential of Kargil. It will also offer tourists a chance to explore the unique border landscape and learn about the rich history and culture of the people living in these areas.

In addition to the two projects under Swadesh Darshan 2.0, the Ministry of Tourism has also approved a third project under the Capacity Building for Development and Diversification (CBDD) scheme. This project, titled “Advancing Mushkoh as a Sustainable Tourism Hub,” has been allocated Rs 9.82 crore. The Mushkoh Valley, known for its picturesque beauty and pristine natural environment, has significant potential to develop into a sustainable tourism hub.
This project focuses on creating sustainable tourism infrastructure, promoting responsible tourism practices, and ensuring that tourism development benefits the local community. It will also focus on preserving the natural beauty and cultural heritage of the area, making it an attractive destination for eco-tourists, nature enthusiasts, and adventure seekers. The development of this tourism hub is expected to provide long-term economic benefits to the region by creating jobs, generating income for local communities, and encouraging the development of small businesses catering to the growing demand for tourism services.
The successful implementation of these projects will be overseen by the Ladakh Union Territory Administration, with the Ministry of Tourism playing a key role in monitoring progress and ensuring the projects meet their objectives. The Ministry will work closely with local authorities, stakeholders, and community groups to ensure that the projects are executed efficiently and deliver maximum benefits to the local population.
The initiatives are specifically designed to create livelihood opportunities for youth, artisans, and communities that depend on tourism as a primary source of income. For the year 2025-26, the Union Government has allocated Rs 1,900 crore for the Swadesh Darshan programme, which will fund further tourism infrastructure development in various regions of India. Moreover, the Capacity Building for Service Providers (CBSP) programme, which also includes support for service providers in Jammu & Kashmir and Ladakh, has received Rs 25 crore for the same period. This programme aims to improve the skills and capacity of service providers, such as tour operators, hospitality workers, and local artisans, to meet the growing demands of the tourism sector. By improving service quality, the CBSP programme will ensure that visitors have a high-quality and memorable experience while also empowering the local workforce.
