Rail Baltica is entering a less visible but decisive railway phase. Lithuania now sits at the interface between the common Baltic operating framework and Poland’s future access rules as physical construction advances north of Kaunas. The project’s first Network Statement has begun giving prospective railway companies information on infrastructure and access, while new EU capacity legislation is simultaneously changing how international train paths will eventually be planned. For travellers, this matters because tracks alone cannot create Tallinn–Warsaw services: operators, capacity, charges, rolling stock, signalling and cross-border timetables must also work as one system.
For years, Rail Baltica has largely been presented through embankments, bridges, stations, procurement contracts and kilometres of new railway. The more consequential development for the future passenger market is now taking place behind the construction programme.
Rail Baltica published Version 1 of its first Network Statement on 11 June 2026. It was prepared jointly by Rail Baltic Estonia, Latvia’s Eiropas Dzelzceļa līnijas and Lithuania’s LTG Infra with RB Rail AS. According to Rail Baltica, it gives prospective railway undertakings a consolidated view of technical characteristics, operating conditions and access requirements across Estonia, Latvia and Lithuania.
This is important because a railway operator cannot launch an international train simply because rails physically connect two cities. It must know what infrastructure is available, whether its rolling stock is compatible, how it can obtain access, what train paths may eventually be available, what charges will apply and which operating rules govern the network.

Rail Baltica’s April 2026 operational presentation went further. The preliminary framework was designed partly to engage prospective railway undertakings before operations begin and to support preparation for suitable rolling-stock procurement. That makes the document more than administrative paperwork. It is an early market-development instrument.

Rail Baltica explicitly states that Version 1 is informational and does not constitute the formal basis for capacity applications. Later editions are expected to add capacity allocation, charging principles, services and operational procedures before a formal Phase I Network Statement is issued.
That distinction is critical. Rail Baltica is opening the door to railway-market preparation, but it has not yet allocated commercial passenger paths.
The most significant new angle emerges from the dates.

Rail Baltica released its Network Statement on 11 June 2026. Regulation EU 2026/1184 on railway infrastructure capacity also entered into force on 11 June 2026, following publication in the EU Official Journal on 10 June. Most of the regulation began applying from 12 June, with different provisions subject to phased implementation.
The European Commission says the new capacity regime is intended to replace a railway-planning environment that remains heavily annual, nationally organised and dependent on fragmented processes with a more coordinated and multiannual system. Its aim is to improve cross-border capacity planning, reliability and international rail operations. The Commission expects the first optimised timetable developed under the new framework to enter service in December 2030.
Rail Baltica’s first-phase delivery target also centres on the end of 2030.
The timing does not prove that the two 11 June developments were deliberately coordinated, and the official material does not make such a claim. Yet their convergence matters commercially.
Rail Baltica is effectively preparing a completely new international railway market at the same time that Europe is rewriting how scarce railway capacity should be planned across borders.
For prospective passenger operators, that creates an unusual opportunity. Instead of adapting a century-old national railway to modern cross-border rules, Rail Baltica can develop its access framework while the EU’s own capacity-management architecture is changing.
For travellers, the outcome could eventually be more important than another construction milestone. Train frequency, timetable robustness, cross-border connections and the ability of more than one operator to access infrastructure depend on how capacity and charging frameworks are eventually designed.
The European Commission also notes that track-access charges form a significant part of railway operators’ costs and can affect market entry, service supply, competitiveness and ticket prices. Rail Baltica has not yet published its final charging principles, which therefore remain a key item to watch.
Lithuania is particularly important to this emerging railway-business story because it sits where the common Baltic framework must eventually connect with Poland.
Rail Baltica’s common Version 1 covers Estonia, Latvia and Lithuania. Poland is different: Rail Baltica has confirmed that PKP Polskie Linie Kolejowe will publish a separate Network Statement for the Polish section.
That makes the Lithuanian–Polish interface commercially important for any future end-to-end passenger service extending from the Baltic States towards Warsaw.
Kaunas is central to that geography.
The European Commission’s legally defined first-phase priority covers Tallinn–Pärnu–Salaspils–Misa–Panevėžys–Kaunas–Warsaw through Estonia, Latvia, Lithuania and Poland. It requires the participating countries to prioritise that corridor through the end of 2030.
The physical railway is also becoming tangible in Lithuania. On 10 September, one day before this report, Rail Baltica confirmed completion of flash welding on the nearly 9-kilometre Šveicarija–Žeimiai section in Jonava district, creating continuous welded rail and allowing the project to move towards turnout installation. Lithuania has 114 kilometres of mainline handed over for construction, according to Rail Baltica’s 9 September update.
The result is an important change in the story: Lithuania is no longer dealing only with alignment planning or earthworks. Track exists, systems work is advancing, and an operator-facing rulebook is being developed simultaneously.
Rail Baltica officially describes five EU countries as associated with the wider project: Poland, Lithuania, Latvia, Estonia and, indirectly, Finland. Rail Baltica’s 9 September institutional update records 103 kilometres handed over in Estonia, 114 kilometres in Lithuania and about 30 kilometres of priority mainline in Latvia. It also says approximately €5.19 billion has been secured, including around €4.46 billion in EU funding.
Poland meanwhile secured €294 million in CEF support for Rail Baltica works on the E75 Knyszyn–Osowiec section, according to Poland’s Centre for EU Transport Projects.
Finland must be treated more cautiously. It does not form part of the current Baltic Network Statement and no Rail Baltica railway crosses the Gulf of Finland. The European Commission’s North Sea–Baltic Corridor nevertheless continues through the Baltic States towards Helsinki and northern Finland. Separately, Finland is advancing planning for European-standard gauge through Rail Nordica, including work extending planning from Tornio towards Kemi.
Travel sellers should pay close attention to the formal Phase I definition.
According to the European Commission’s Rail Baltica implementing decision, the first phase prioritises Tallinn–Pärnu–Salaspils–Misa–Panevėžys–Kaunas–Warsaw. During this phase, Riga and Vilnius are to be connected with the core Rail Baltica line using the existing railway network.
This means travel companies should distinguish between the 2030 priority operating corridor and the eventual full Rail Baltica vision.
The same decision permits Estonia, Latvia and Lithuania to construct parts of the Tallinn–Kaunas corridor initially as single track, provided a double-track embankment and sufficient passing loops are delivered for effective operation. Full-project infrastructure is planned around a double-track railway.
Current project specifications describe a nearly 900-kilometre system using 1,435 mm European standard gauge, with passenger infrastructure designed for speeds of up to 249 km/h, freight speeds of 120 km/h, 25-tonne axle loads, 2×25 kV electrification and ERTMS Level 2 traffic management. Seven international passenger stations are planned across the Baltic States.
Rail Baltica’s Network Statement material also identifies FRMCS, the Future Railway Mobile Communication System, as part of the intended interoperable railway architecture.

This matters because future journey-time claims should not be confused with an operational timetable. Until operators, capacity, service patterns and final access arrangements are published, travel businesses should treat precise future frequencies and departure times as planning assumptions rather than bookable products.
Rail Baltica will participate in InnoTrans in Berlin from 22 to 25 September 2026.
According to Rail Baltica‘s official event announcement, its team will meet suppliers, partners, railway-industry representatives and European institutions, with discussions covering current delivery and the next stages of the project.
The timing is important.
Rail Baltica arrives at InnoTrans with its first Network Statement already published, physical track advancing in Lithuania, construction active across the Baltic States, electrification design under way and control-command and signalling procurement progressing.
InnoTrans itself is fully booked. Its Railway Infrastructure and Tunnel Construction areas contain nearly 600 exhibitors occupying more than 32,000 square metres, creating a concentrated marketplace for infrastructure, systems and railway technology.
The exclusive railway-business question in Berlin is therefore no longer merely how Rail Baltica will be built.
It is how the completed asset will become an operable international railway.
That includes the relationship between Baltic and Polish infrastructure managers, rolling-stock compatibility, signalling, future capacity requests, train-path planning, charging, operational procedures and the ability to construct commercially viable international services.
No formal announcement currently confirms that InnoTrans will produce operator contracts or capacity allocations. The fair should therefore be viewed as an important industry-engagement checkpoint rather than a passenger-service launch.
Rail Baltica is approaching the point where engineering progress alone will no longer define success.
The first Network Statement has started translating physical infrastructure into information that prospective railway companies can actually use. New EU capacity legislation is simultaneously pushing Europe towards more coordinated and multiannual cross-border railway planning. Poland has its own infrastructure-access framework to develop, Lithuania forms the physical bridge into that network, Estonia and Latvia must synchronise operations northwards, while Finland remains an indirect but strategically relevant part of the wider northern European mobility corridor.
The convergence around 2030 is particularly significant. Rail Baltica is targeting its first operational cross-border phase as Europe’s new railway-capacity system moves towards its first optimised timetable.
For international travellers, that is where the project’s real test will begin. The decisive measure will not be the number of kilometres constructed but whether Tallinn, the Baltic region, Kaunas and Warsaw can function as parts of one dependable passenger railway with usable train paths, commercially sustainable operations and coordinated cross-border connections.
The emerging development is the shift from construction towards operational preparation. Rail Baltica now has its first Network Statement, physical track is advancing in Lithuania, and the project is preparing for InnoTrans 2026 while future capacity, charging and operating rules remain under development.
No. Version 1 of the Network Statement is informational and is not yet the formal basis for capacity applications. Future editions will address capacity allocation and other operational matters.
Kaunas is a central Lithuanian node on the EU’s Phase I priority corridor, while Warsaw anchors the Polish continuation towards continental Europe. Lithuania also represents the interface between the joint Baltic Network Statement and the separate framework that PKP PLK will publish for Poland.
