The new ruling effectively addresses this long-standing debate by substituting the fixed requirements with performance-based standards.

Key Expansions for Sport Pilot Operations

Under the new standards, sport pilots are now permitted to operate aircraft that exhibit a clean stall speed of up to 59 knots calibrated airspeed. Furthermore, the authorized seating capacity for eligible aircraft has been increased to four seats, although sport pilots remain restricted to carrying only one passenger.

This regulatory change has a direct and substantial impact on the fleet available to certified sport pilots. Aircraft models previously excluded from the LSA category are now included, with popular trainers such as the Piper Cherokee and the Cessna 172 being cited as examples of the expanded collection of aircraft that can be operated.

U.S. Department of Transportation Secretary Sean Duffy, who announced the final rule, affirmed that the regulation will promote better designs, safer materials and upgraded technology by removing outdated regulations that were inhibiting innovation and safety in the recreational aviation sector. The full effect of the MOSAIC ruling, which separates the regulations for the pilot from the regulations for the aircraft, will become apparent once the new certification standards are in force in 2026.
