Airport Authority board unanimously elects new officers for 2024

During its Wednesday meeting, the board of directors of the Metropolitan Washington Airports Authority made key appointments for 2024. Thorn Pozen was chosen as the chairperson, and Mark Uncapher assumed the role of vice chairperson. Additionally, Monica Hargrove was re-elected as the secretary to the Airports Authority. All three individuals are set to serve one-year terms starting in January.

Thorn Pozen, who will serve as the chairperson, currently works as a partner at the GMP LLP law firm in Washington, D.C. In his role, he provides counsel to government and private sector clients on matters related to local government, administrative law, and local government ethics. Previously, he served as a partner at Stinson Morrison Hecker and held positions as the chief ethics counselor and chief freedom of information act officer for the D.C. Government. With over 35 years of experience in various roles within the District government, both in the executive and legislative branches, as well as with the former D.C. financial control board, Pozen brings a wealth of expertise to his new role. He holds degrees from American University’s Washington College of Law (magna cum laude) and Connecticut College, where he graduated with honors and distinction in his major. His appointment to the board is at the behest of the Mayor of the District of Columbia.

Mark Uncapher, the newly appointed vice chairperson, currently serves as the executive director of the Fiber Optic Sensing Association. He is a member of both the New York State and D.C. bar associations and holds degrees from New York Law School and George Washington University. His prior roles include serving as counsel to the subcommittee on government management, information & technology of the House oversight and government reform committee. Following his tenure on Capitol Hill, Uncapher held positions as senior vice president and counsel at the Information Technology Association of America and vice president and counsel at Stateside Associates. Notably, he also chaired the Montgomery County’s Republican Party from 2008 to 2018 and continues to be an officer of the Maryland State Republican Party. Additionally, he was a member of the presidential transition team for the Federal Communication Commission in 2000-2001. Before relocating to Maryland, he held executive positions at Park Communications and served as assistant counsel to the New York State comptroller. His appointment to the board is made by the governor of Maryland.

Monica Hargrove, re-elected as the secretary, is responsible for carrying out official board duties and overseeing day-to-day operations, including acting as a liaison to senior management within the Airports Authority. Hargrove joined the Airports Authority in 2013 as deputy general counsel, bringing with her extensive experience as an aviation attorney. She previously served as the general counsel at Airports Council International – North America and as an associate general counsel at US Airways. Before transitioning to the private sector, she worked as a trial attorney in the antitrust division of the U.S. Department of Justice. Hargrove is an alumna of Dartmouth College and the University of Michigan Law School.
