The Port of Galveston expects a record 446 cruise sailings and 3.9 million passenger movements in 2026, supported by four terminals, including two LEED-certified facilities. Terminal 16 holds LEED Silver, while Terminal 10 has LEED Gold, LEED Zero Energy and LEED Zero Carbon certification. However, these credentials primarily measure building performance. Galveston’s wider environmental test now concerns vessel emissions, passenger transport, traffic growth and the delivery of shore power as cruise volumes continue to rise.
Galveston has moved beyond its previous 2026 projection of 445 sailings. Its latest official forecast, published in July, lists 446 sailings and approximately 3.9 million passenger movements, establishing a new annual record for the Texas cruise gateway. The port ranks as the fourth-largest cruise homeport in the United States and operates four passenger terminals across its 840-acre waterfront.

Passenger movements represent embarkations and disembarkations rather than 3.9 million separate travellers. The measure nevertheless reflects the physical workload placed on terminal halls, baggage systems, access roads, parking facilities, shuttle operators and waterfront infrastructure.
The scale of expansion becomes clearer when compared with recent performance. Galveston recorded 3.4 million passenger movements through three terminals in 2024. It projected almost 3.6 million movements and more than 400 sailings for 2025 before Terminal 16 entered service. The 2026 forecast therefore represents growth of approximately 14.7 per cent over 2024.

Cruise Terminal 16 received LEED Silver certification on 1 July 2026, becoming Galveston’s second LEED-certified cruise facility. The 165,000-square-foot terminal opened in November 2025 after the port converted two decades-old cargo warehouses rather than replacing them with an entirely new structure. Approximately 85 per cent of the existing structural elements were retained, reducing demand for new construction materials and limiting embodied carbon associated with demolition and rebuilding.
The terminal achieved a 35 per cent reduction in indoor water consumption through low-flow and WaterSense-labelled fixtures. Water sub-metering supports leak detection and operational monitoring. Its design also delivered a 29 per cent reduction in estimated energy costs through efficient lighting, improved building-envelope performance and high-efficiency heating, ventilation and air-conditioning equipment.
Additional measures include a parking footprint 43 per cent below the applicable industry baseline, reduced exterior light spill, water-efficient landscaping and use of R-454B refrigerant. The parking reduction lowers paved surface requirements and limits the heat-island effect, although the terminal complex still includes a seven-storey parking garage intended to serve Galveston’s large drive-to cruise market.
The $156 million Terminal 16 complex includes two custom-designed boarding bridges and can process approximately 17,000 passengers and crew on a cruise day. MSC Cruises and Norwegian Cruise Line use the facility, widening access to Western Caribbean itineraries and increasing Galveston’s capacity to accommodate high-volume vessels.
Terminal 10 opened in 2022 with on-site photovoltaic infrastructure designed to generate all the energy required by the building. It became the first cruise terminal to achieve LEED Zero Energy status and also holds LEED Gold and LEED Zero Carbon certifications. The Zero Energy and Zero Carbon designations were awarded in 2025.
Under the United States Green Building Council framework, LEED Zero Energy recognises a source-energy balance of zero over 12 months. LEED Zero Carbon recognises net-zero carbon emissions from building energy consumption through emissions avoided or offset over the same period. LEED Zero status remains valid for three years from acceptance and requires documented operating-performance data.
These are significant achievements. Galveston’s largest immediate decarbonisation opportunity concerns ships while they are alongside the berth. Cruise vessels require substantial electricity for lighting, ventilation, cooling, kitchens, water systems and accommodation services. Without shore power, auxiliary engines continue operating while passengers embark, disembark and baggage is transferred.
The port has been developing a potential shore-power system through a non-binding arrangement involving cruise companies, an electricity provider, an energy company and Texas A&M University at Galveston. The initiative covers technical specifications, cost estimates, contracts and a delivery timetable. The port’s 2025 sustainability report recorded that final project-cost work was nearing completion and lease negotiations were progressing. However, the latest official information continues to describe cruise shore power as proposed or under development rather than an operating port-wide service.
That distinction is central to the carbon test. A terminal can operate efficiently while a docked vessel continues producing emissions from onboard machinery.
The United States Environmental Protection Agency has determined that shore power can substantially reduce emissions from vessels at berth. Under suitable conditions, overall pollutant reductions can reach 98 per cent, although actual performance depends on ship design, auxiliary-engine age, electricity demand, time alongside and the regional power-generation mix. Shore power also does not eliminate emissions from equipment that must remain operating during connection, boilers or vessel manoeuvring.
Galveston is also developing a separate $1 million microgrid pilot for cargo-vessel shore power. That project may provide useful operational data, but it should not be treated as proof that high-voltage connections are available across the cruise berths.
Galveston’s 2025 Green Marine Sustainability Report shows a substantial reduction in its market-based greenhouse-gas inventory after the port switched to electricity sourced from renewable generation. The electricity contract uses a stated mix of 75 per cent wind and 25 per cent solar power.
Reported market-based emissions fell from 4,682 tonnes of carbon dioxide equivalent in 2023 to 525 tonnes in 2024, a decline of almost 89 per cent. The data confirms material progress in emissions linked to the port’s purchased electricity. Yet the published intensity measure is calculated against cargo tonnage, not cruise passengers or sailings. It therefore cannot establish whether the carbon intensity of Galveston’s cruise operations has declined as passenger throughput has increased.
A more complete cruise assessment would require consistent reporting for vessel emissions at berth, terminal energy, employee and passenger transport, shuttle operations, parking activity, waste, refrigerants and construction. The port’s own sustainability work has identified cruise-shuttle emissions and vehicle maintenance as areas requiring further examination.
Cruising already generates major regional value. In 2023, almost 1.5 million passengers embarked on 354 cruises from Galveston. Those operations supported 4,547 jobs, produced $291 million in personal income, generated $733 million in local business revenue and contributed $25 million in state and local taxes. Approximately 34 per cent of cruise passengers used local hotels before or after sailing, extending expenditure into accommodation, restaurants and ground transport.
Terminal 16 adds more than 1,000 jobs and an estimated $138 million annually to the local economy. Its arrival brought MSC Cruises into the Galveston market and expanded Norwegian Cruise Line capacity, creating additional itinerary choices for travellers across Texas and the central United States.
Growth planning is continuing. On 13 July 2026, the port confirmed that it was analysing the mobility and economic implications of a possible fifth cruise terminal at Pier 14, between terminals 10 and 16. The proposal is not yet an operating development. An economic assessment projects 1,500 jobs, $91.5 million in personal income, $278 million in direct business revenue and $7.9 million in state and local taxes if the project advances.
A completed traffic assessment found that terminal-related road impacts could be managed through junction modifications. The port is also preparing a broader mobility study covering cruise facilities, neighbouring communities and central Galveston. That work matters because efficient traffic movement does not automatically equal low-carbon movement.
The installation of 28 electric-vehicle charging points represents a practical landside measure, but the available public data does not disclose the percentage of cruise customers arriving by private vehicle, electric vehicle, coach, shuttle or air connection. Without a modal-share baseline, the carbon consequences of Galveston’s 46-million-person drive market cannot yet be measured accurately.
The central issue is not whether the two LEED certifications are credible. Both terminals contain verified environmental features, while Terminal 10 has demonstrated an exceptional level of building-energy performance.
The strategic issue is whether building-level gains can expand quickly enough to counter rising vessel calls, passenger traffic and landside activity. Galveston’s passenger forecast has grown faster than the port’s original planning assumptions, and the possible fifth terminal indicates that capacity pressure may continue beyond 2026.
Green Marine recertification provides an environmental-management structure, annual benchmarking and independent verification. Its fifth consecutive award confirms continuity rather than completion. Galveston still lists shore power, emissions inventories, clean-energy infrastructure, waste reduction and greenhouse-gas measurement among its continuing priorities.
For the cruise sector, Galveston may become an important case study in whether high-volume homeports can move from sustainable buildings to measurable, system-wide decarbonisation.
Galveston has established a strong model for reducing the environmental impact of passenger-terminal buildings. Structural reuse at Terminal 16, solar generation at Terminal 10, renewable electricity procurement and five consecutive Green Marine certifications provide a credible sustainability foundation.
However, 446 sailings and 3.9 million passenger movements transform sustainability from a construction achievement into an operational challenge. The next stage will depend on active shore power, wider emissions measurement, lower-carbon ground mobility and transparent passenger-based performance indicators.
If Galveston connects cruise growth with measurable reductions across terminals, vessels and transport networks, it could influence how other expanding United States homeports plan new capacity. Without that wider integration, LEED-certified buildings will remain important environmental assets, but they will not by themselves resolve the carbon burden created by a rapidly growing cruise ecosystem.
