In a continuous drive to keep Goa’s image as a favourite tourist destination, the Department of Tourism, along with the local police machinery, has intensified its enforcement drive to ensure beach safety and discipline and compliance of regulatory requirements. It is part of the state’s greater plan to provide a secure, clean, and well-regulated environment to both its residents and tourists enjoying Goa’s famous coastal areas.
The campaign of enforcement targets key beach stretches to ensure that vendors and tourists alike respect the set norms and regulations. The drive has been met with strong support from the Tourist Police, local authorities, and concerned citizens who share a common goal: maintaining the unique appeal of Goa’s beaches.

The Role of Local Authorities in Upholding Beach Regulations
The enforcement operation, led by Rodlin Mascarenhas, Assistant Director of the Department of Tourism, primarily targets activities that disrupt the smooth functioning of the beaches, from unauthorized vending to improper advertisements. During this drive, the team identified and took action against a variety of violations.
One of the key actions involved the apprehension of a hawker, Mohammad Kareem Shaikh, who was found operating in violation of the prescribed norms. Shaikh was immediately handed over to the Tourist Police, and a fine of ₹5,000 was levied as per the relevant legal provisions. This fine not only serves as a penalty but also as a reminder that law enforcement will continue to monitor non-compliant vendors closely, ensuring that only authorized businesses operate on Goa’s beaches.
Tackling Unauthorized Party Setups and Public Disruption

Beyond hawkers, the drive also aimed to address unauthorized private setups that could disrupt the peaceful atmosphere expected at popular beach destinations. One such case occurred at the Ouzo private shack, where an illegal party setup was found on the beach. With the assistance of the Tourist Police, the setup was dismantled, restoring the area to its previous order and ensuring that it adhered to the state’s regulatory guidelines.
Private parties and unlicensed beach events are increasingly becoming a concern in tourist hotspots worldwide, with impacts ranging from public safety risks to environmental degradation. By taking swift action against such activities, the Department of Tourism aims to prevent Goa from being tarnished by disorderly conduct and uncontrolled beach parties that could affect the reputation of the state’s tourism industry.
Strict Enforcement of Advertising Regulations
A significant aspect of this drive was the removal of unauthorized advertising materials, particularly those from private companies that had not complied with Goa’s beach management and advertising rules. The team identified Coca-Cola advertisement flags that had been illegally placed across beaches in Mobor (Cavelossim), Khandivaddo (Cavelossim), and Fatradea (Varca). These materials were promptly removed to restore the aesthetic integrity of the beaches and ensure conformity with the regulations governing advertising in public spaces.
The unregulated use of advertising at beaches not only clutters the landscape but also undermines efforts to maintain natural beauty and attract responsible tourists. The removal of these materials sends a clear message that the state is serious about maintaining the environmental appeal of its beaches while ensuring that businesses follow the rules.
Commitment to Responsible Tourism and Community Engagement
Kedar Naik, Director of Tourism for Goa, emphasized that the department’s efforts to maintain Goa’s beaches as safe, clean, and well-regulated public spaces are vital for the future of the state’s tourism industry. “Such enforcement drives, undertaken in close coordination with the Tourist Police and other authorities, are essential to uphold discipline, prevent unauthorized activities, and promote responsible tourism across the state,” Naik said.
Goa’s beaches are among the most visited in the country, attracting millions of tourists each year. With its rich cultural heritage, vibrant nightlife, and stunning coastal views, the state is a prime destination for both domestic and international visitors. However, as tourism numbers grow, the pressure on local resources, infrastructure, and the environment intensifies. This makes it all the more important for the state to implement strict regulations to manage beach activities.
By prioritizing discipline, safety, and compliance with regulations, the Department of Tourism aims to enhance the visitor experience and promote Goa as a sustainable and responsible destination for all types of travelers.
Impact on Local Economy and the Tourism Industry
The impact of these enforcement drives extends beyond just the regulatory measures; they are also crucial for ensuring that the local economy thrives in a balanced and sustainable manner. By removing unauthorized vendors and illegal setups, the department ensures that legitimate businesses operating in the tourism sector can prosper. This helps create a level playing field for licensed vendors, hotels, restaurants, and other tourism-related businesses.
For tourists, the presence of strict regulations contributes to a more organized, safer, and more enjoyable experience. Whether they are looking to relax on the beaches, indulge in water sports, or explore Goa’s rich cultural landmarks, visitors are increasingly seeking destinations that offer not only beauty and adventure but also safety and order. These enforcement measures signal to tourists that Goa is taking steps to safeguard its natural assets and uphold high standards for tourism.
Ongoing Inspections and Future Initiatives
The Department of Tourism has announced that these enforcement drives will continue on a regular basis, with a focus on coastal areas and other high-traffic tourist zones. Regular inspections will ensure ongoing compliance with established norms and provide an additional layer of protection for tourists. The department is committed to ensuring that Goa’s beaches remain an attractive and secure destination for travelers from around the world.
The ongoing efforts will also include enhancing coordination between various government departments and law enforcement agencies to streamline enforcement actions. The collaboration between the Department of Tourism, Tourist Police, and other authorities will ensure that the region remains a beacon of responsible tourism in India.
The Road Ahead for Goa’s Tourism Industry
Looking ahead, a continued emphasis on regulation and enforcement by the Department of Tourism is essential to protect not only the tourist experience, but also the environment, to keep Goa a world-class tourist destination. With ever-increasingnumbers of tourists pouring into its idyllic beaches, measures will be needed to preserve the essence of Goa’s beaches, to keep them safe and welcoming for years to come.
Through the implementation of these measures, not only is the state of Goa preserving its natural beauty, but it is also laying the groundwork for a future where responsible tourism and development can exist in tandem for the benefit of both the state and the tourists that visit annually.
