Hanoi is set to emerge as the primary hub for tourism development in northern Vietnam, according to the recently unveiled tourism system plan for 2021-2030, which includes a vision extending to 2045, announced by the Ministry of Culture, Sports and Tourism.
As the key gateway, Hanoi will facilitate visitor access to both the Red River Delta and the northern mountainous regions. In contrast, Ho Chi Minh City is designated as the southern growth center, while Da Nang serves as the focal point in the central part of the country.

The plan outlines the creation of eight specific tourism development zones aimed at optimizing resources and maximizing investment returns. One significant area is the tourism driving corridor encompassing Hanoi, Hai Phong, Quang Ninh, and Ninh Binh, which is based on the economic corridor linking Lao Cai, Hanoi, Hai Phong, and Quang Ninh. This initiative aims to enhance the benefits and value of tourism throughout the region.
Vietnam aims to position tourism as a key economic driver, significantly contributing to the country’s GDP while also stimulating growth in other sectors.

The country has set ambitious goals for the tourism sector, aiming to attract between 25 and 28 million international visitors and 130 million domestic travelers by 2025. By 2030, these numbers are projected to rise to 35 million foreign tourists and 160 million local holidaymakers.
As part of the planning for cultural and sports facilities from 2021 to 2030, with a long-term vision extending to 2045, Vietnam seeks to create a network of contemporary, cohesive, and distinctive national cultural and sports venues. This initiative aims to both preserve and promote the nation’s cultural heritage while fostering the growth of the cultural and sports economy.

Cultural and sports centers will be established in key urban locations, including Hanoi, Quang Ninh, Hai Phong, Vinh, Da Nang, Hue, Quy Nhon, Buon Ma Thuot, Ho Chi Minh City, and Can Tho.
