With the Middle East serving as a major hub for connecting international flights to destinations like Himachal, the ongoing conflict is now threatening the state’s critical tourism industry, which relies heavily on foreign visitors.

Disruptions Affecting Foreign Tourists and Domestic Travel

Himachal Pradesh has long been a popular travel destination, known for its natural beauty, snow-capped mountains, and adventurous outdoor activities. The state’s charm draws tourists from across the globe, with foreign visitors frequently passing through Dubai and Qatar on connecting flights to India. However, with airspace closures affecting flights from the Gulf region, travel from Dubai and neighboring countries has become significantly harder, directly impacting the flow of tourists into Himachal Pradesh.

Mukesh Thakur, chairman of the Manali Hotel Association, expressed concerns about the reduced arrival of international tourists, stating, “Our biggest worry is the closing of the airspace of Dubai. A large number of tourists come to India through connecting flights, with Dubai being the primary mid-destination. These flights are usually cheaper than direct flights, and the airspace disruption has led to delayed arrivals.”

The ongoing crisis brings back memories of previous disruptions caused by geopolitical tensions, such as the Russia-Ukraine conflict in 2022. However, Thakur remains cautiously optimistic, mentioning, “Like in the past, business is likely to pick up once things settle down, but this situation will definitely affect us in the short term.”

Impact on Local Tourism Operators and Travel Agencies

In Shimla, Mohinder Seth, president of the Shimla Hotels and Tourism Stakeholders’ Association, pointed out that local tourism businesses have started to feel the pinch. “The ongoing war will definitely affect tourism, especially foreign arrivals, as flight services have been disrupted across the Middle East and parts of South Asia,” he said. His concerns reflect the broader sentiment of the tourism industry, where business owners and travel agents are now bracing for a decline in bookings and increased uncertainty.

Local travel agent Ashok Kumar from Manali added, “I’ve already had three international bookings for this week. But today, I was told by my agents in Delhi that these bookings are delayed. While the exact reasons were not disclosed, I suspect the ongoing tension is the primary cause.” Kumar’s experience mirrors the growing frustration within the travel sector as many bookings are put on hold or rescheduled, leaving the industry scrambling to manage canceled trips.

Himachal Pradesh’s Growing Overseas Worker Presence

While the tourism industry grapples with the crisis, Himachal Pradesh is also home to thousands of overseas workers who are currently living and working in the Gulf region. A senior officer with the Labour and Department of Employment in Himachal Pradesh stated, “Though we do not maintain a detailed record, thousands of people from the state are employed in Gulf countries like the UAE, Saudi Arabia, Qatar, and Oman. Since last year, the government has begun sending qualified youths abroad through safe agencies.”

The officer also emphasized that while the government is in touch with Himachali nationals working abroad through a WhatsApp helpline and dedicated officers, no distress calls had been received as of yet. This news comes as Kapil Negi, a Himachali worker in Bahrain, shared a video online describing missile strikes near his workplace. While Negi reassured his family that his area was “currently normal,” he admitted there was fear and concern within the community.

Flight Cancellations Affecting Regional Travelers

Despite efforts to maintain some level of operations, flight cancellations from Himachali travelers are impacting regional travel as well. Raghuvir Singh, a travel agent in Chandigarh, noted that while Himachal Pradesh has fewer people traveling to the Gulf compared to states like Punjab or Haryana, districts like Kangra, Una, Hamirpur, and Sirmour send a significant number of workers and tourists to the region. Singh said, “Our clients from Himachal are impacted, and bookings have slowed as a result of flight disruptions.”

No Immediate Distress Calls from Himachali Nationals

In light of the ongoing tensions, the Labour and Employment Department emphasized that it had not received any significant reports of distress from Himachali workers abroad. However, the department remains vigilant, and communication with local agencies and nationals continues. The state government, in partnership with travel agencies, is prepared to offer support if necessary, ensuring the safe return of workers if required.

Future of Himachal Pradesh Tourism Amid Global Tensions

As Himachal Pradesh’s tourism struggles to weather the storm of geopolitical uncertainty, the region’s ability to attract international visitors remains in question. However, domestic tourism has remained steadfast, with local travelers continuing to explore the natural wonders of the state, from Manali to Shimla. As the tourism industry continues to adapt, stakeholders remain hopeful that once airspace disruptions are resolved, foreign tourism will bounce back, just as it did following the Russia-Ukraine crisis.

Looking ahead, Himachal Pradesh’s tourism industry will likely continue to focus on domestic travelers while also working to rebuild international visitor confidence.
