Hong Kong International Airport (HKIA) is undergoing an expansion project known as the Three-Runway System (3RS), aimed at increasing its capacity to accommodate 120 million passengers and handle 10 million tonnes of cargo each year.

The 3RS initiative encompasses several key components, including the construction of the Third Runway, the expansion of Terminal 2 (T2), the development of the T2 Concourse, the reconfiguration of the Centre Runway, and the establishment of associated infrastructure and systems. The Third Runway was successfully commissioned in November 2022, while work on the reconfiguration of the Centre Runway is progressing according to plan. Despite the challenges posed by the pandemic, effective program controls and enhancement measures are ensuring steady progress on all fronts of the 3RS project, with the goal of timely completion as scheduled in 2024, allowing all three runways to be operational.

Passenger traffic at HKIA has rebounded to approximately 80% of pre-pandemic levels, and a full recovery to the pre-pandemic level, approximately 70 million passengers, is anticipated by the end of 2024. Terminal 1’s existing facilities are designed to handle up to 80 million passengers annually. To align with the ongoing recovery in post-pandemic air traffic and the prevailing passenger demand, the Airport Authority Hong Kong (AAHK) will implement a flexible phasing strategy for the commissioning of the new 3RS passenger facilities.
