The Himachal Pradesh Tourism Development Corporation’s road map has some ambitious plans for revenue enhancement, digital transformation, infrastructural upgrade, and employee welfare. Under the present state government, since January 2023, the corporation has made good progress in the sphere of tourism development and operational efficiency, which would continue to go forward by the introduction of new initiatives and enhancements in place to reaffirm its position as a major driver of the tourism sector in Himachal Pradesh.
In line with its future strategy, HPTDC plans to launch the Platinum Card aimed at frequent travelers and institutional clients. The card will offer various benefits, including discounted room tariffs, priority bookings, complimentary services, and seasonal promotions. This initiative is expected to strengthen customer loyalty, attract corporate tourists, and encourage long-term stays at HPTDC properties over private hotels. The Platinum Card aims to cater to business travelers and extended stay tourists, ensuring HPTDC properties become the preferred choice for both.
To further strengthen its digital footprint, HPTDC is revamping its official web portal, which will act as a central digital hub for all tourism-related services. The upgraded portal will be technologically advanced and designed to be user-friendly, allowing visitors to easily book accommodations, explore tourism options, and access promotions. The portal will also complement Online Travel Agency (OTA) partnerships, while boosting direct bookings and brand visibility.
This digital transformation is set to streamline operations and improve the user experience for tourists, allowing them to conveniently access information and make bookings. It also reflects HPTDC’s commitment to adopting modern technology to meet the evolving needs of today’s travelers and enhance tourism revenue.

Recognizing the growing demand for spiritual travel, HPTDC is collaborating with the Indian Railway Catering and Tourism Corporation (IRCTC) to design and promote religious tourism packages. These packages will target senior citizens and pilgrimage groups, focusing on regions in Himachal Pradesh with strong religious significance. The partnership leverages IRCTC’s nationwide reach, making it easier to promote temple tourism to a wider audience, particularly the growing spiritual tourism segment in India. This collaboration also aligns with the region’s broader focus on niche tourism and further positions Himachal Pradesh as a key player in pilgrimage travel.
On the employee welfare front, HPTDC has introduced a performance-based incentive policy, approved by the Board of Directors in October 2025. Employees working in profit-generating units that exceed financial targets will be eligible for a 5% incentive. This policy aims to motivate staff, enhance operational efficiency, and boost overall productivity within the organization.

This initiative is part of a broader effort to improve employee engagement and align personal performance with corporate goals, ensuring that HPTDC can maintain high standards of service delivery and customer satisfaction while also recognizing and rewarding its workforce.
In a significant boost to tourism infrastructure, HPTDC has initiated renovations at several key properties, including Hotel Hamir (Hamirpur), Hotel Holiday Home (Shimla), Hotel Meghdoot (Kiarighat), Hotel Renuka (Renukaji), and Hotel Jawalaji. Renovation works have already started, with tenders finalized and contracts awarded. Additionally, Hotel Kunal in Dharamshala and Log Huts in Manali have completed renovations, providing guests with upgraded facilities. Major renovations are also underway at Hotel Rohtang, Naggar Castle, and Hotel Silver Moon, further enhancing the tourism experience and attracting more domestic and international travelers.
These infrastructure improvements are critical for positioning HPTDC as a leading provider of quality accommodations across the state, ensuring that tourists can enjoy both comfortable stays and modern facilities during their visits.
HPTDC has also made notable strides in strengthening partnerships with major financial institutions. Collaborations with Union Bank of India and Punjab National Bank to provide holiday home facilities for bank employees at key destinations such as Manali and Dharamshala are expected to boost occupancy rates, especially during off-peak seasons. This partnership ensures assured occupancy, providing subsidized holiday benefits to bank staff while boosting HPTDC’s year-round revenue.
In terms of financial sustainability, HPTDC has taken steps to address long-pending dues by raising a term loan from a government-owned bank to pay retirement gratuities and leave encashment to HPTDC retirees, ensuring financial stability and continued growth.
In 2024-2025, HPTDC generated ₹10,867.03 lakh in revenue, reflecting a strong financial performance. The corporation has successfully implemented e-Office across all units since January 2024, contributing to operational efficiency. Additionally, digitization of records is progressing, with over 3,800 files and 7.8 lakh pages scanned to date.
HPTDC has strengthened its market presence by signing 197 MoUs with government and private organizations, generating business worth approximately ₹1.13 crore. Partnerships with platforms like Swiggy and Zomato have also been established in Shimla, Rampur, Palampur, Dharamshala, and Manali, further expanding HPTDC’s presence in online travel services.
With an ambitious roadmap of the HPTDC on tourism growth, infrastructure upgrades, and welfare of employees, it’s poised to play a major driver role in the tourism development of Himachal Pradesh. This will enable HPTDC to set an agenda for expanding its tourism offerings through digital transformation, collaboration with global partners, and sustainable tourism growth that contributes towards economic sustainability in the state.
In the future too, HPTDC is committed to retaining the position of the prime operator of tourism in Himachal Pradesh, shaping its structure and functions in tune with changing global tourism profiles, so that the State remains a dream destination for tourists seeking unpolluted and novel experiences, quality housing, and eco-friendly tours. Future tourism development in the State will depend on sustained investment in sustainable tourism infrastructure and responsible practices that yield benefits both to the local community and the global traveler, thus assuring long-term success and a prosperous tourism economy.
