Italy has introduced a major travel document change as paper identity cards are no longer accepted for international journeys from August 2026. Travellers leaving Italy must now carry either the electronic identity card (Carta d’Identità Elettronica or CIE) or a valid passport, following updated European security requirements designed to create safer and more standardised identity systems across borders.

The electronic identity card, known as the CIE, has become the main replacement for the paper document. The card includes advanced security technology, including digital information and biometric protection features that allow safer identity verification.

For Italian citizens travelling abroad, the CIE now provides an alternative to carrying a passport for destinations where identity cards are accepted. Paper Identity Cards Remain Valid Inside Italy Until January 2027

Although paper identity cards have lost their international travel function, they have not immediately become completely invalid.

During the transition period, Italy will continue recognising unexpired paper identity cards for specific domestic uses until 31 January 2027. The temporary arrangement aims to avoid disruption for citizens and organisations that still rely on existing documents.

Until the final deadline, paper identity cards can continue to be used for various administrative and personal activities within Italy. Existing agreements and contracts signed using paper identity cards, including bank accounts and rental agreements, will not be affected. The validity of these arrangements will continue despite the upcoming end of the paper document system.

Temporary Documents Available for Urgent Travel Needs

For citizens facing urgent circumstances, municipalities will have the option to issue temporary identity documents. These emergency documents can remain valid for up to six months and may be used for international travel.

However, travellers should be aware that acceptance of temporary documents depends on the destination country. Some foreign governments may not recognise these provisional documents for entry purposes.

Authorities recommend that citizens apply for the electronic identity card as early as possible to avoid travel problems, especially during busy holiday periods when appointment availability may become limited.

Italy Completes Wider Identity Card Reform

The end of paper identity cards for foreign travel is part of a broader transformation of Italy’s identity document system.

Another important reform began on 30 July 2026, when residents aged over 70 were no longer required to renew their identity cards. Previously, identity documents needed regular renewal every 10 years. The change removes repeated administrative procedures for older citizens.

Italy has also already removed the use of identity cards as boarding documents for domestic flights and travel within the Schengen Area. Air passengers now rely on their boarding passes for those journeys rather than presenting identity cards for flight access.

The final stage of the transition will arrive on 31 January 2027, when paper identity cards will become completely obsolete for all purposes in Italy.
