Indian Railways Modernises Signalling Network as Failures Drop Nearly Sixty Percent in a Decade

Indian Railways has steadily strengthened its safety framework over the past decade through major upgrades to signalling technology, track monitoring systems and worker protection measures. These efforts have produced clear results, with signalling failures across the network dropping by nearly 58 percent during the last eleven years. The improvement reflects a long-term shift toward modern, technology-driven railway operations designed to reduce risks and support smoother train movement on one of the world’s largest rail networks.

A major element of this modernization has been the replacement of traditional mechanical signalling systems with advanced electronic interlocking. This technology allows signals and track points to be controlled through centralized digital systems, ensuring more accurate coordination of train movements. By the end of December, electronic interlocking systems had been installed at 6,660 railway stations across India. These systems are designed to prevent conflicting train movements automatically, improving both operational efficiency and safety.

Safety has also been reinforced at level crossings, which are critical points where railway lines intersect with road traffic. More than 10,000 level crossing gates have now been connected with interlocking systems so that the operation of signals and barriers is synchronized with train movements. This ensures that gates close in time for approaching trains and remain locked until the track is clear, reducing the risk of accidents involving vehicles and pedestrians.

Another important development is the expansion of track circuiting technology across stations. Track circuiting, which has been completed at 6,665 stations, uses electrical signals to detect whether a section of track is occupied by a train. This system prevents signals from turning green when a track is still in use, offering an additional safeguard against operational mistakes.

To further strengthen safety between stations, Indian Railways has installed Block Proving Axle Counters on 6,142 block sections. These devices verify that a train has fully passed through a section before permission is granted for the next train to enter. The system provides accurate confirmation of train movement, reducing the possibility of miscommunication or signalling errors.

At the same time, railway authorities have expanded the use of Automatic Block Signalling across 6,625 route kilometres. This technology allows trains to run at shorter but safe intervals by dividing the track into smaller sections that are monitored electronically. The system increases the capacity of busy railway routes without the need for additional tracks, helping manage rising passenger and freight demand more efficiently.

To ensure consistent reliability, modern signalling networks are built with multiple backup layers. These include dual detection systems, backup power arrangements and alternative communication channels that keep operations running even if one part of the system fails. At interlocked level crossing gates, power-operated lifting barriers with sliding booms have also been introduced, improving both durability and safety.

Maintenance of signalling infrastructure has also become more systematic. New operating guidelines introduced in late 2024 require maintenance planning to be carried out on a rolling schedule of up to 52 weeks in advance. This structured approach allows railway teams to identify potential issues early and perform repairs before they disrupt operations. Strict procedures have also been reinforced for safely disconnecting and reconnecting signalling equipment during maintenance activities, ensuring that safety standards are maintained at all times.

Beyond infrastructure upgrades, Indian Railways has taken steps to improve the working conditions of track maintenance staff. Workers are now equipped with essential protective gear including reflective jackets, helmets with built-in lights, safety shoes, gloves, LED torches, raincoats and winter clothing. These safety items help workers remain visible and protected while performing duties along active railway lines.

Efforts to reduce the physical demands of maintenance work have also increased. Lightweight tools and battery-powered or hydraulic equipment are being used for tasks such as tightening bolts and maintaining rail joints. These tools allow workers to perform tasks more efficiently while minimizing physical strain.

Mechanised maintenance has also expanded across the network. Heavy-duty track machines are deployed for operations like tamping and ballast cleaning, while multi-utility rail vehicles help maintenance teams move quickly between work locations. Training centres regularly conduct programmes to ensure staff are familiar with safety rules, modern equipment and emergency response procedures.

Employee welfare initiatives have also been introduced to support those working in demanding environments. Facilities such as rest areas, accommodation, sanitation services and insulated water bottles are provided for track workers. Flexible work arrangements are sometimes introduced depending on weather conditions, and workers involved in challenging assignments may receive risk and hardship allowances. Recognition programmes and safety awards are also used to encourage high standards of performance.

Technology has also been used to improve safety for workers on active rail tracks. The VHF-based Approaching Train Warning System has been installed across around 340 block sections. This system sends alerts to handheld devices carried by maintenance staff, providing early warning when a train is approaching and allowing workers to move to a safe distance.

The combined impact of these initiatives has been significant. Fatalities among railway employees engaged in track maintenance have fallen by about 66 percent compared with figures recorded during the 2013–14 period. Financial assistance of ₹25 lakh is provided to the families of employees who lose their lives while performing their duties.

Indian Railways has upgraded its signalling network over the past decade by introducing electronic interlocking and advanced monitoring systems. These modernization efforts have helped cut signalling failures by nearly sixty percent, improving the safety and reliability of train operations across the network.

Passenger safety support measures have also continued. Over the past three years, ex-gratia payments totalling ₹30.75 crore have been distributed to passengers affected by railway accidents. In addition, compensation amounting to ₹23.53 crore has been awarded through the Railway Claims Tribunal under the provisions of the Railways Act, 1989, with payments processed within 30 days after court decisions are received.
