According to Japan Travel, some tourists exploit tax exemptions by reselling duty-free items within Japan, bypassing tax regulations. A 2022 customs survey uncovered approximately 1.85 billion JPY in unpaid taxes resulting from unverified tax-free purchases. This reform aims to curb these practices, protect tax revenues, and ensure a fair system for both visitors and the local economy.
For now, tourists can continue to enjoy tax-free shopping directly at stores for eligible purchases. However, this convenience is set to change as the new system rolls out, transitioning to a refund-based process expected to take effect in 2025.
