In a recent development, the Muntinlupa City local government has unveiled plans to rebrand several historic locations within the New Bilibid Prison (NBP) complex into tourist attractions. This initiative, as discussed by Muntinlupa City Mayor Rozzano Rufino “Ruffy” B. Biazon with BuCor Director General Gregorio Pio P. Catapang Jr. and DOJ Undersecretary Deo L. Marco, aims to invigorate the city’s tourism sector as part of broader economic recovery efforts. The Mutinlupa City Tourism, Culture, and Arts Department has identified several sites of historical significance within the NBP, including the Kiyosi Oshawa Shrine/Memorial for Peace, Jamboree Lake—the Philippines’ smallest lake, the Director’s Quarters, the Lethal Injection and Death Chamber, the Japanese Cemetery, and Memorial Hill. These sites not only hold historical value but also potential for boosting local tourism and education about the city’s rich heritage.Mayor Biazon highlighted the significance of changing public perception towards the NBP, traditionally associated with incarceration, towards a narrative of reformation and peace. This shift not only aims to bolster the economy but also to enrich the cultural fabric of Muntinlupa City, making it a destination for both historical education and remembrance. The local government has completed a draft memorandum of agreement concerning the management and promotion of these historic sites, pending finalization with the Bureau of Corrections (BuCor). This collaborative effort underscores a unified approach towards enhancing Muntinlupa’s appeal as a tourist destination while preserving its historical legacy. This plan is supported by various stakeholders, including BuCor Deputy Director General for Operations Gil Torralba and officials from the Muntinlupa Tourism, Culture, and Arts Department. By integrating these sites into the city’s tourism portfolio, Muntinlupa City not only aims to attract visitors but also to foster a deeper understanding and appreciation of its historical significance and the transformative journeys within its walls.
