Starting in September 2025, Australians travelling to Bali will need to complete the new All Indonesia Declaration Card and apply for an e-Visa before their trip. This update is part of Indonesia’s efforts to streamline entry processes, improve traveller safety, and manage the high volume of tourism to Bali. The new requirements aim to ensure a smoother, more efficient arrival experience while promoting sustainable tourism practices across the region.

Australians planning to visit Bali will now be required to complete a new online form before entering the popular holiday destination, in line with updated entry regulations set to take effect starting Monday, September 1. The mandatory “All Indonesia” declaration card will apply to all international passengers arriving at Bali’s Ngurah Rai International Airport. This change will also be enforced at other major Indonesian airports, including Soekarno-Hatta International Airport in Jakarta and Juanda International Airport in Surabaya.

The introduction of the declaration card is part of the Indonesian government’s broader effort to streamline the arrival process while ensuring the safety and security of both tourists and residents. Travellers are urged to fill out the declaration card before applying for an e-Visa on Arrival (e-VOA). It is recommended that the e-VOA application be submitted online at least 48 hours prior to departure. However, if travellers are unable to complete this step ahead of time, they still have the option to apply for a regular Visa on Arrival once they reach Bali. Both the e-VOA and regular Visa on Arrival are priced at approximately $50 USD. Additionally, a tourist levy of around $14 USD will be imposed on all international arrivals to Bali. This levy can either be paid in advance through an online portal or upon arrival at the airport.

What Is the ‘All Indonesia’ Declaration Card?

The “All Indonesia” declaration card is an online form that requires international visitors to provide personal details, travel information, and health and customs declarations. It is a free form that aims to consolidate the previous separate health and customs declarations into a single process. After submitting the form, travellers will receive a QR code that must be presented upon arrival at Bali’s Ngurah Rai International Airport. This QR code is a critical part of the entry procedure and will be scanned by airport officials to ensure smooth and efficient processing.

The government advises travellers to complete the form within three days prior to their scheduled arrival in Bali. By simplifying and consolidating the declaration process, the Indonesian government aims to reduce congestion at the airport and ensure better management of international arrivals. This new entry requirement will eventually be expanded to cover all international airports across Indonesia, starting on October 1.

A Push Toward Sustainable Tourism

The introduction of the new declaration card and the accompanying tourist levy are part of a broader strategy by the Indonesian government to manage the increasing number of tourists visiting Bali. Bali, known for its breathtaking landscapes, vibrant culture, and welcoming atmosphere, has become one of the world’s most sought-after tourist destinations. However, the influx of visitors has also placed significant pressure on the island’s infrastructure and environment.

To mitigate these challenges, Indonesia has implemented stricter regulations and guidelines for tourists, ensuring that Bali’s unique cultural heritage and natural beauty are preserved for future generations. This includes enforcing local laws more strictly and encouraging tourists to explore other parts of Indonesia, rather than just focusing on Bali. Indonesian authorities are keen to distribute the benefits of tourism across the archipelago, reducing overcrowding on the island and spreading economic opportunities to other regions.

The tourist levy introduced last year is one such measure aimed at protecting Bali’s environment and culture. The levy, set at 150,000 IDR (approximately $14 USD), is intended to support sustainable tourism initiatives. These funds will be directed towards environmental conservation efforts, cultural preservation, and community projects, helping to mitigate the negative impacts of mass tourism.

The levy is expected to play a crucial role in maintaining Bali’s reputation as a top tourist destination while promoting responsible travel practices. By investing in sustainability, the Indonesian government is ensuring that tourism continues to benefit both visitors and the local population, without compromising the island’s natural and cultural assets.

What You Need to Know

As Bali continues to evolve as a tourism hotspot, it is essential for travellers to stay informed about the latest entry requirements and regulations. The introduction of the “All Indonesia” declaration card is just one of many steps that the Indonesian government is taking to enhance the travel experience while safeguarding the island’s unique offerings.

Tourists planning to visit Bali should ensure they complete the declaration card online before applying for an e-VOA. This will not only help smooth their entry into the island but also contribute to the broader efforts to manage tourism responsibly and sustainably. Additionally, with the tourist levy now in place, visitors are encouraged to embrace these measures as part of their commitment to supporting sustainable travel and protecting the destinations they love to visit.

As the tourism industry in Bali and across Indonesia continues to adapt to new challenges, it is clear that responsible travel is the key to ensuring that future generations can enjoy the island’s beauty and culture. By following the new regulations and paying the tourist levy, visitors are contributing to the preservation of Bali’s cultural and natural heritage, helping to secure its status as a premier global travel destination.
