Cloud seeding operations have begun in the Turkestan Region of Kazakhstan. As water issues intensify in one of Kazakhstan’s priority tourism region, Kazakhstan is responding with cloud seeding in the region. The cloud seeding operations by Kazakhstan are to be supported by the UAE National Center of Meteorology, and will help irrigation of agriculture and the filling of reservoirs. The cloud seeding operations will not support the tourist sites. The strategic operations will help the region of Turkestan provide adequate water for the growing visitor economy. Cloud seeding helps a region maintain its water management practices for the long term, as the region of Turkestan is experiencing an increase in both tourism investment and international visitors.
Kazakhstan formally launched its precipitation-enhancement project in Turkestan on 16 May 2026. Full-scale implementation was scheduled to begin the following day.
According to the official Kazakhstan government announcement on the cloud-seeding project, the programme aims to improve reservoir levels and strengthen water availability for agricultural territories in southern Kazakhstan. It covers more than 911,000 hectares of arable land in Turkestan Region.
The government says the project was created to reduce the effects of drought and water shortages. Kazakhstan is working with the UAE National Center of Meteorology, drawing on the Emirates’ long experience with weather-modification technologies. Emirati specialists are also helping train Kazakh meteorologists, pilots, engineers and technical personnel.

The stated operational purpose is therefore agricultural and water-related.
It is important not to present the programme as an attempt to manufacture good weather for travellers or as a tourism project. No official source says that cloud seeding is being conducted to increase visitor numbers, cool tourist areas or change holiday weather.
Its relevance to tourism comes from something broader: Turkestan is simultaneously becoming a larger tourism economy, and destination growth depends on resilient infrastructure, reliable utilities, viable local communities and effective resource management.

It was inscribed on the UNESCO World Heritage List in 2003.
The site gives Turkestan an international profile far beyond conventional leisure tourism. The city attracts cultural travellers, heritage tourists, religious visitors, pilgrims, domestic holidaymakers and travellers exploring the wider history of Central Asia.
This is one reason Kazakhstan has invested heavily in turning Turkestan into a major visitor destination.

Latest regional government figures show that Turkestan continues to gain tourism momentum.
The Turkestan regional government’s latest tourism data says 347,600 tourists were served by accommodation establishments in 2025, including 325,073 domestic travellers and 22,563 international visitors. That represented growth of 14.7% compared with 2024.
Historical and cultural attractions received around one million visits during 2025, up 13%, while natural areas recorded 151,900 visitors, an increase of 18.1%.
Growth continued into 2026.
During the first quarter, accommodation establishments served 87,100 visitors, up 42% year on year. Of these, 84,931 were domestic travellers and 2,148 were foreign visitors. Accommodation service revenue reached KZT2.2 billion, up 46.6% from the corresponding period.
By the end of the first six months of 2026, historical and cultural attractions had recorded about 575,000 visits. Regional authorities also reported 60,100 visits to natural areas.
These figures matter because they show that the cloud-seeding project is unfolding in a region experiencing measurable tourism expansion.

Domestic tourism remains the backbone of Turkestan’s accommodation market, but international demand is becoming increasingly visible.
Regional authorities reported 39,879 foreign tourists registered through the eQonaq system during the first six months of 2026, an increase of 43.87% compared with the same period a year earlier.
Uzbekistan was by far the largest source market, with 29,761 travellers recorded. China followed with 2,481, while Türkiye contributed 1,822 visitors. Russia accounted for 1,338 and Kyrgyzstan for 865.
Other recorded markets included Tajikistan, Germany, France, the United Kingdom and Japan.
That mix is significant.
Turkestan sits within a broader Central Asian cultural and historical travel circuit. Its heritage gives it strong appeal to nearby countries, while improved international exposure is bringing travellers from more distant markets.
For destination planners, internationalisation raises expectations.
Foreign visitors normally depend heavily on hotels, airports, taxis, organised tours, restaurants, guides, public spaces and reliable infrastructure. As the number and diversity of visitors grow, disruption to basic destination services can carry greater economic consequences.
Water resilience therefore belongs in the wider discussion about how Turkestan manages tourism growth.
Turkestan’s development sits inside a much larger national tourism push.
The Kazakhstan Tourism Industry Committee says tourism supported more than 600,000 jobs in 2025 and contributed approximately KZT5 trillion to the national economy.
Investment in the industry reached around KZT1.3 trillion, while international visitors spent about US$2.9 billion in Kazakhstan. Tourism-related tax revenues exceeded KZT630 billion.
The committee says national policy is guided by Kazakhstan’s Tourism Industry Development Concept through 2029.
An updated action plan contains 61 initiatives across six strategic areas. They include infrastructure development, investment promotion, visa and migration improvements, stronger tourism products, international marketing and tourism workforce development.
This context changes how Turkestan’s water challenge should be understood.
Water management is not occurring in isolation. It is taking place while Kazakhstan is attempting to make tourism a stronger contributor to employment, investment and regional economic diversification.
That places more value on destination resilience.
Investment provides another important link between water management and tourism.
Regional authorities say more than KZT612 billion has been invested in Turkestan Region’s tourism sector since the region was established, contributing to the creation of approximately 19,200 jobs.
During 2025 alone, investment in tourism-related fixed capital reached KZT133 billion.
Of that amount, KZT78.6 billion went into accommodation and food services, while KZT54.4 billion was directed towards arts, entertainment and recreation activities.
The investment pace continued into 2026.
By the end of the first six months, regional authorities reported KZT65.1 billion in tourism investment. They also said 24 tourism investment projects worth a combined KZT17 billion were implemented during 2025.
Major projects have helped change the destination’s tourism profile.
Turkestan already has the Keruen-Saray multifunctional tourism complex and the Rixos Turkistan hotel. Regional authorities also point to continuing leisure investment, including a large water-park complex under construction in Turkestan.
More tourism infrastructure means greater demand for utilities.
Hotels need water for rooms, kitchens, cleaning and laundry. Restaurants require dependable supply. Recreation facilities can also be water intensive. The relationship between tourism growth and water resilience therefore becomes more important as investment expands.
The cloud-seeding project was introduced specifically because southern Kazakhstan faces drought and water shortages.
The government says the programme targets agricultural land and is intended to support reservoir filling and water availability. It estimates that successful implementation could reduce drought losses and support agricultural productivity.
For tourism, the immediate link is indirect.
Yet destinations do not function separately from the communities and economies around them.
A tourism city depends on the same water systems that support households, businesses, farms and public infrastructure.
Agriculture matters as well.
Restaurants need food. Hotels buy regional products. Markets contribute to local visitor experiences. Rural communities provide labour and services. Landscapes form part of the visual character of a destination.
For that reason, improving broader regional water resilience can matter to tourism even when tourists are not the direct target of the intervention.

Kazakhstan cloud seeding should not be described as a guaranteed tourism protection system. It is better understood as one experimental tool inside a wider response to regional water pressure.
Cloud seeding is often described dramatically, but the science is more limited.
Kazakhstan is using salt-based reagents to influence suitable existing clouds. The national government says operations are local and depend on meteorological conditions. It says the intervention radius does not exceed around five kilometres and is not intended to create large-scale weather systems.
The World Meteorological Organization makes an equally important distinction.
WMO says weather systems contain too much energy for humans to create large rain-producing cloud systems, redirect winds to bring water vapour into a region or eliminate severe weather through cloud-seeding technology.
Hygroscopic cloud seeding works differently.
Particles are introduced into suitable liquid clouds to influence droplet size and encourage collision and coalescence. This may improve precipitation efficiency under the right conditions.
However, convective clouds have complex dynamics and large natural variation.
That makes it difficult to separate rainfall caused by seeding from rainfall that would have occurred naturally. WMO therefore cautions that evaluating the effectiveness of operational weather-modification programmes can be difficult.
For travellers, the key message is simple: this is not rain on demand.
Kazakhstan’s launch announcement cited international estimates suggesting precipitation enhancement of around 10% to 20% under suitable conditions.
That figure should be presented carefully.
It is not a promise that Turkestan will automatically receive 10% to 20% more rainfall.
Weather modification depends on suitable clouds, atmospheric conditions and the effectiveness of each individual operation.
International evidence also varies.
A review by the US Government Accountability Office found estimates ranging from zero to 20% additional precipitation across the cloud-seeding studies it examined, while also emphasising that assessing effectiveness remains difficult.
This scientific uncertainty matters when connecting the project to tourism.
It would be misleading to claim that cloud seeding will prevent future tourism water shortages or guarantee greener landscapes.
What can be said is that Kazakhstan is investing in technology to strengthen its response to drought at the same time that Turkestan is expanding as a destination.
Agriculture and tourism may look like separate sectors, but at destination level they overlap.
The cloud-seeding project is focused primarily on agricultural territories, where water shortages can affect production, income and rural communities.
Those same communities form part of the wider economy supporting Turkestan.
Local food production feeds markets, restaurants and hospitality businesses. Rural landscapes can support excursion routes and nature-based tourism. Agricultural employment helps sustain communities around tourism centres.
When agriculture struggles, the effects can spread through local supply chains.
This does not mean the cloud-seeding programme is an agritourism initiative. There is no official evidence supporting that interpretation.
Instead, agriculture illustrates why destination resilience needs a regional rather than narrow tourism approach.
A city may market monuments, hotels and attractions to visitors, but its tourism economy still relies on water, food, transport, workers and functioning surrounding communities.
For Turkestan, water policy and tourism policy increasingly occupy the same economic landscape.
Turkestan’s tourism growth cannot be separated from its cultural heritage.
The Mausoleum of Khoja Ahmed Yasawi is a major symbol of Central Asian history and Islamic architecture.
UNESCO describes the monument as an outstanding example of Timurid architecture and notes its importance to the historical development of religious architecture across the region.
The monument also has a direct water-related conservation dimension.
UNESCO notes that rising damp and salts associated with the local water table can threaten parts of the structure. Managing humidity and groundwater is therefore already part of the site’s conservation challenge.
This does not mean cloud seeding is being used to protect the mausoleum.
Indeed, heritage water management and agricultural cloud seeding are separate issues.
But together they demonstrate a larger point: water in Turkestan can be both scarce and sensitive depending on location, season and infrastructure.
Tourism planners therefore need sophisticated water management rather than simply “more rain”.
A resilient tourism strategy must protect agriculture and communities while also avoiding unintended pressure around valuable heritage sites.
Kazakhstan has also strengthened the legislative framework around Turkestan.
UNESCO’s World Heritage Committee welcomed the adoption of the law on the Special Status of the City of Turkestan, noting that it contains provisions relating to cultural heritage protection, sustainable tourism management and urban planning.
The law includes controls intended to protect the visual integrity of the Khoja Ahmed Yasawi mausoleum and its surrounding heritage environment.
This is important because tourism growth can place pressure on historic areas.
More hotels, entertainment venues, roads and visitor facilities can bring economic benefits. They can also create infrastructure demands and conservation challenges.
Turkestan therefore faces two goals at once.
It needs to increase its tourism competitiveness, but it must protect the cultural assets that make the destination valuable in the first place.
Water resilience fits naturally into that broader planning equation.
The destination cannot rely only on marketing campaigns and new attractions. Long-term tourism growth also depends on environmental management, heritage protection and resilient municipal services.
Tourism growth also depends on how easily visitors can reach the destination.
Regional officials reported that Turkestan International Airport was serving nine scheduled routes in 2026, comprising seven domestic and two international connections.
Improved aviation access strengthens Turkestan’s ability to attract visitors from other parts of Kazakhstan and neighbouring international markets.
It also raises the economic value of destination reliability.
Airlines and airports require predictable operating environments. Travellers expect ground transport, accommodation, food services and tourist attractions to operate normally after arrival.
There is currently no official evidence that the cloud-seeding programme has disrupted scheduled passenger flights at Turkestan International Airport.
The specialised aircraft used for weather-modification operations should therefore not be turned into an aviation-disruption story without evidence.
Instead, aviation reinforces the bigger trend.
Turkestan is becoming more connected at the same time that the region is investing in tourism infrastructure and environmental resilience.
Turkestan is also expanding beyond heritage and pilgrimage tourism.
Regional authorities said more than 50 tourism and cultural events were held during the early part of 2026, reaching an audience of roughly 100,000 people. Activities included the Turkistan Night Run, craft exhibitions, cultural programmes, conferences and business events.
Event tourism can help spread tourism spending across hotels, restaurants, transport companies, guides and entertainment businesses.
It can also create short periods of concentrated demand.
Large visitor movements place pressure on city services, including transport, sanitation and hospitality capacity.
Again, the cloud-seeding programme is not being operated for event tourism.
The relationship is structural rather than operational.
As Turkestan seeks larger visitor flows and more events, the region has a stronger incentive to maintain reliable infrastructure and environmental resilience throughout the year.
Hotels are among the tourism businesses most exposed to water disruption.
Guestrooms, kitchens, cleaning, laundry, landscaping, spas, swimming pools and food preparation all depend on dependable supply.
Turkestan’s accommodation base has expanded considerably.
Regional authorities say the number of accommodation facilities has grown from 148 in 2018 to around 264 establishments, including hotels, hostels, recreation areas and other lodging facilities.
The value of accommodation services has also risen sharply.
Regional data puts accommodation service turnover at approximately KZT8.5 billion in 2025, compared with KZT1.2 billion in 2018.
That means water resilience now has a larger commercial dimension.
Any improvement in long-term water security can support operating stability across a growing hospitality sector.
However, individual hotels should not expect cloud seeding itself to guarantee their water supply.
The programme remains dependent on natural cloud conditions and is only one part of a broader water-management framework.
Turkestan’s organised tourism industry is also developing.
Regional authorities reported that 11 tour operators, 45 travel agencies and 43 certified guides were active in the region during 2026.
These businesses depend heavily on destination quality.
Guides need attractions to remain accessible. Tour operators need reliable transport. Visitors need clean public spaces and functioning hotels. Rural and nature itineraries depend on local infrastructure and viable landscapes.
Regional authorities have also identified service quality, route diversification and guide training as priorities for tourism development.
Water management therefore sits behind many of the services that tourists experience directly.
Visitors may never see the irrigation systems, reservoirs or cloud-seeding aircraft that support the wider regional economy.
Yet the stability of those systems can influence the destination in indirect ways.
Kazakhstan views tourism as a tool for economic diversification.
The national Tourism Industry Committee is working to encourage investment, improve tourism infrastructure and expand year-round tourism products.

Utility resilience, environmental conditions and climate adaptation can affect long-term operating costs and destination competitiveness.
The government presents the Turkestan project as more than a single series of flights.
Officials say cooperation with the UAE is intended to support technology transfer and the development of domestic expertise in weather modification.
Kazakh specialists are being trained in meteorology, aviation, engineering and related technical fields.
Authorities have also said the technology could eventually be considered for other parts of Kazakhstan, although any expansion would depend on future decisions and conditions.
This creates a wider climate-resilience angle.
Kazakhstan is not simply attempting to produce additional rainfall.

From what the government said, there was a clear increase in the number of tourists and foreign investments in Turkestan in 2026. The next steps will depend on if the management of water resources and the adjustment for the climate will keep up with the growth of tourism. The challenge Kazakhstan faces is how much to rely on weather modification.
