Saudi Arabia Emerges as a World-Class Tourism Destination in 2025 with Expanding Luxury Resorts, Hotels and Cultural Experiences Driving Record Growth

Saudi Arabia is rapidly establishing itself as a leading global tourism destination in 2025, with visitor numbers and hospitality infrastructure expanding at an unprecedented pace. Recent statistics indicate that European arrivals increased by 14% in the first nine months of the year, while visitors from East Asia and the Pacific rose by 15%, reflecting the kingdom’s growing international recognition.

Domestic and international tourism combined have already surpassed 116 million visits this year. During the first half of 2025, the kingdom welcomed 60.9 million travelers, marking a 1.5% increase over 2024. These figures demonstrate steady progress toward Saudi Arabia’s Vision 2030 goal of 150 million visitors annually, highlighting strong momentum across leisure, cultural, and religious tourism segments.

The surge in international arrivals is particularly notable from countries such as Egypt, Pakistan, Kuwait, India, and Indonesia, fueled by enhanced flight connections and growing religious travel. These developments underscore the kingdom’s appeal to diverse global markets and its emergence as a versatile tourism hub.

Tourism is increasingly recognized as a key non-oil growth driver. In 2025, the sector has generated SAR275 billion (US$73 billion) and is expected to contribute approximately 10% of the national GDP by year-end. The expanding industry is creating significant employment opportunities across hotels, transportation, and service-related sectors, reinforcing its role as a pillar of economic diversification.

Domestic tourism continues to drive sustainable growth. In the first half of 2025, local travelers accounted for 46.6 million visits, with total spending exceeding SAR105 billion by the end of the third quarter—an 18% increase year-on-year. Residents are increasingly exploring the kingdom’s heritage sites, natural landscapes, urban centers, and coastal resorts, demonstrating heightened engagement with domestic tourism offerings.

The hospitality sector is also evolving to meet growing demand. Private accommodation facilities have surged by 1,250% compared to the previous year, with over 31,000 licenses issued for rural inns and privately operated guest houses. Hotels remain the most popular choice, making up 43% of accommodation demand, while furnished apartments and private residences are gaining traction among extended-stay travelers. International visitors stayed an average of 6.7 nights, while domestic tourists spent 18.6 nights on average, more than double, reflecting deep engagement with local tourism experiences.

Looking ahead, total arrivals are projected to exceed 120 million by the end of 2025, with potential to reach 127 million. This growth is driven by rising travel demand, improved air connectivity, and the development of major tourism projects, including luxury resorts along the Red Sea and other high-profile destinations.

Red Sea Global is preparing to open 16 luxury resorts by the end of 2026, with a long-term plan for 50 resorts by 2030. Leading international hotel brands are expanding their footprint, with Hilton planning 83 hotels and 22,000 rooms across 14 brands in Saudi Arabia, two-thirds of which are already under construction. These developments are set to elevate hospitality standards and enrich the overall visitor experience.

Saudi Arabia’s tourism growth extends beyond hotels and resorts. Cultural, heritage, and adventure tourism are increasingly being promoted, offering visitors unique and diverse experiences. Modern infrastructure, including airports, roads, and urban transport, supports seamless travel, while new attractions encourage longer stays and increased spending.

The kingdom’s rapid expansion in 2025 positions it as a global tourism powerhouse. With rising international interest, strong domestic participation, and landmark projects transforming the hospitality landscape, Saudi Arabia is on track to become a leading destination worldwide, combining world-class experiences with rich culture and economic diversification.
