On April 30, 2025, the 2025 Shanghai Cruise Culture and Tourism Festival commenced along the Baoshan district waterfront, marking a significant initiative to rejuvenate the cruise industry and enhance cultural tourism experiences. This 21-day festival, organized by Shanghai Wusongkou Culture Tourism Investment (Group) Co Ltd, features over 20 immersive activities spanning six kilometers of waterfront landmarks, including the Shanghai Long Beach Tower, Sea World shopping mall, and Wusong Paotaiwan Wetland Park.​

A key highlight of the festival is the 2025 Shanghai Cruise Tourism Promotion Conference on the evening of April 30, which unveils a global cruise tourism promotion campaign. This follows its April debut at the Seatrade Cruise Global conference in Miami, United States. Roadshows are scheduled for Barcelona, Spain in June and the European cruise conference in September. Strategic memorandums have been signed to integrate Huangpu River cruises with Yangtze River tours and regional waterway networks, reinforcing Wusongkou International Cruise Terminal‘s status as China’s premier home port.​

Pioneering “cruise with low-altitude economy” initiatives include trial helicopter routes between Wusongkou and Sanjiangkou, where the Jinsha and Minjiang rivers converge into the Yangtze River, starting May 5. Plans are underway for a Shanghai International Cruise Tourism Resort-Shanghai International Resort aerial link. International cruise lines will host themed promotions along Nanjing Road and Xujiahui commercial hubs in Shanghai.​

Leveraging visa facilitation policies, including 240-hour visa-free transit, Wusongkou International Cruise Terminal handled 78 ship calls and 480,000 passenger trips in the first quarter of 2025, up 44 percent and 7.7 percent respectively from pre-pandemic 2019 levels. It is projected to receive 225 cruise calls throughout the year, a 10 percent increase year-on-year, solidifying its position as the top cruise port in the country.​
