Thailand eyes casino legalisation to propel tourism industry

Thailand is on the brink of a significant shift in its tourism and entertainment landscape, with a potential bill on the horizon that could see the legalization of casinos within the country. This move, anticipated to occur within the current government’s tenure, marks a pivotal moment as the nation seeks innovative avenues to accelerate its tourism recovery.

As it stands, gambling in Thailand is confined to state-controlled horse racing and the national lottery. However, the prevalence of illicit gambling activities underscores a demand that the legal market could satisfy, transforming the country into a formidable competitor against the world’s premier gambling destination, Macau.

The proposition of establishing a legal casino market in Thailand has garnered substantial interest from the gaming industry. Experts predict it would significantly attract more international visitors, leveraging Thailand’s existing appeal as a tourist hotspot. The Deputy Finance Minister, Julapun Amornvivat, emphasized the urgency of addressing illegal gambling by considering legalization, citing Singapore’s regulatory framework as a model worth emulating.

Recent parliamentary discussions have led to the approval of a plan to explore the feasibility of creating multifaceted entertainment complexes. These venues would not only feature casinos but also include concert halls and spaces dedicated to showcasing local sports, such as Muay Thai, allowing for legal betting opportunities.

Although specifics regarding the number of complexes and their exact locations remain under wraps, there’s a strategic recommendation for their proximity to airports, enhancing accessibility for international visitors. This initiative aligns with Thailand’s ambitious goal of attracting a record-breaking 40 million foreign tourists this year.

Under the proposed scheme, the financial responsibility for constructing and operating these complexes would fall to private entities, while the government would oversee taxation and regulatory measures. This approach, outlined by Sorawong Thienthong, vice chairman of the parliamentary committee, suggests a partnership model between the public and private sectors.

The debate over legalizing gambling in Thailand is not new, historically hindered by public opposition and the concerns of conservative groups within the predominantly Buddhist nation. A 2021 survey reflected this divide, with nearly half of the respondents opposing legalization due to fears of crime and moral decay. However, a substantial portion of the populace recognizes the potential benefits of regulating and taxing gambling activities, which are currently widespread yet under-monitored.

Advocates argue that legalizing casinos could harness the economic potential of gambling, redirecting funds from the shadow economy into the formal sector. Neighboring countries like Cambodia, Singapore, Myanmar, and the Philippines have already taken steps to legalize casinos, with many establishments near Thai borders catering primarily to Thai and Chinese patrons.

The push towards legalization is driven by the recognition of gambling’s inevitability in the region and the desire to better regulate the industry. Prime Minister Srettha Thavisin, expressing his views on social media, underscored the government’s stance of not promoting gambling per se but rather supervising it to foster job creation and ensure proper regulation.

As Thailand contemplates this landmark decision, the potential for revitalizing its tourism industry through legal casinos becomes increasingly apparent. This move could redefine the country’s tourism and entertainment sectors, positioning Thailand as a key player in the global gambling market while generating significant economic benefits.
