The Tourism Promotions Board (TPB) Philippines, the promotional arm of the Department of Tourism (DOT), recently concluded the Albay chapter of its innovative Community-Based Tourism (CBT) Marketing Enhancement Program. Held from December 6 to 10, this initiative, in partnership with the Provincial Government of Albay and DOT Region V, aimed to empower local communities by providing training in digital marketing, content creation, and strategies for promoting sustainable tourism.
The CBT Marketing Enhancement Program forms a key part of the government’s vision for inclusive tourism development. By providing local stakeholders with vital resources and expertise, the program enables them to highlight their unique cultural and natural assets, creating a model of sustainable tourism that benefits visitors and locals alike.
Over five days, the TPB engaged with seven communities across Albay, each showcasing its diverse heritage, craftsmanship, and eco-tourism initiatives. Notable highlights included the PHILCERAMICS Association in Tiwi, where artisans displayed their intricately designed ceramic lamps and home décor. The Tabaco Cutlery Makers Association (TACUMA) impressed attendees with finely crafted knives and tools, representing the community’s skillful craftsmanship.
The program delved into traditional weaving practices with the Malilipot Abaca Weavers, who demonstrated the creation of abaca cloth, a material deeply rooted in Filipino heritage. Participants also explored the eco-tourism offerings of the Libon Eco-Tourist Guides Organization (LET’S GO), which provided guided farm tours and nature walks. The Jovellar Underground River Guides & Boatmen highlighted the region’s ecological richness through river tours, while Polangui’s Galuda Farm captivated guests with local delicacies such as santan coco jam, pili nuts, and kalamay. Meanwhile, Oas’s Puto Makers introduced visitors to the famous Puto de Oas rice cakes, a beloved local treat.

Beyond the workshops, attendees were treated to Bicol’s vibrant culinary heritage. Cooking demonstrations featured iconic dishes like Tinutungan na Manok, a native chicken dish stewed in smoked coconut milk, and Pinangat, a savory taro-leaf specialty. To immerse participants in Albay’s natural beauty, the program included a guided tour of the Jovellar Underground River, offering a firsthand experience of the province’s pristine landscapes.
The program’s kickoff event, a fundraising concert titled Musika Para Sa Bikol: Himig ng Bayanihan, set a spirited tone. Held at the Ibalong Centrum for Recreation on December 6, the concert featured both international acts like Gene Loves Jezebel and Fra Lippo Lippi, and local talents such as Arimvibes and Tothapi. Proceeds from the event supported recovery efforts for typhoon-stricken areas in Albay, showcasing the Filipino spirit of bayanihan—community solidarity.
The success of the Albay program underscores TPB’s commitment to fostering sustainable tourism as a catalyst for local economic growth. Building on this momentum, the board plans to extend the initiative to other regions in 2025, with workshops scheduled in Zamboanga, Lake Sebu, Davao, Cordillera, Sorsogon, and Northern Samar.
Each community visit brings resources, training, and encouragement, empowering locals to take an active role in shaping their tourism future. TPB continues to position the Philippines as a leading example of sustainable, inclusive travel, ensuring that every destination tells a story of its people, culture, and natural beauty.
