UK and Singapore Civil Aviation Authorities Team Up for Groundbreaking Pact

The UK and Singapore aviation authorities sign pact to enhance safety, streamline approvals open more aviation markets, solidifying international collaboration.

The UK’s Civil Aviation Authority and its Singaporean counterpart, the Civil Aviation Authority of Singapore (CAAS), have entered into a Technical Agreement on Airworthiness Certification. This pact aims to bolster safety management and foster enhanced cooperation in sharing best practices and oversight strategies between the two entities.

The primary goal of this Agreement is to streamline the process for regulatory compliance, reducing both the time and financial burden associated with obtaining design and production approvals. It also aims to facilitate expansion in aviation business opportunities for entities approved by either authority.

The agreement was formalized on February 19, 2024, by Tendai Mutambirwa, acting Group Director of Safety and Airspace Regulation for the UK, and Han Kok Juan, Director-General of CAAS, during the Changi Aviation Summit in Singapore.

Through this arrangement, both the UK Civil Aviation Authority and the Civil Aviation Authority of Singapore agree to mutually recognize and accept each other’s design certifications and production approvals. This recognition will streamline regulatory processes and decrease expenses for aviation operators and stakeholders within both nations by removing the necessity for duplicate approvals from both authorities for operations in the UK and Singapore.

This recent pact builds upon the initial Technical Arrangement for Aircraft Maintenance, part of the broader CAAS-UK CAA Memorandum of Understanding (MOU) signed on December 18, 2020. This MOU encourages collaboration in numerous aspects of international civil aviation, notably in enhancing aviation safety and training, and tackling new challenges like cybersecurity in aviation systems and protecting public health during air travel.

Tendai Mutambirwa, Interim Group Director of Safety and Airspace Regulation at the UK Civil Aviation Authority said: “The signing of this arrangement with the Civil Aviation Authority of Singapore is another step towards more seamless collaboration between us, ensuring we can speed up and simplify approval processes between our countries.

“This will allow both our aviation sectors to continue thriving together, bolstering international aviation and aerospace trade and helping to create a more efficient and interconnected global industry.”

Mr Han Kok Juan, Director-General of CAAS, said: “The civil aviation authorities of Singapore and the UK have a long-standing relationship and continue to share the same commitment to uphold the highest standards in aviation safety.  

“As our respective aviation sectors see growth prospects in air travel, the deepening of our bilateral partnership will benefit air operators and industry stakeholders in Singapore and the UK.”
