The critical role of the tourism sector in addressing global climate challenges was demonstrably reaffirmed during the thirtieth session of the Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change. Substantial advancements in international cooperation and strategic planning were achieved, building upon the significant momentum that had been generated in the preceding year at COP29. The necessity of a cohesive and accelerated response to environmental threats was underscored, solidifying the sector’s positioning as a crucial component of global sustainability efforts. It was made clear that a collective and highly structured approach would be required to ensure that the tourism sector could meet its obligations under global environmental accords.
A series of dedicated Tourism Thematic Days, spanning November 19 and 20, were successfully convened through the joint leadership of UN Tourism and the Ministry of Tourism of Brazil. These sessions were specifically orchestrated to gather a wide spectrum of tourism stakeholders, facilitating robust dialogue and the subsequent advancement of tangible solutions designed to foster a low-carbon and climate-resilient tourism sector. The discussions were prominently featured within the event’s framework, following the official recognition that had been granted to tourism within the COP29 Action Agenda. Central to the dialogue was the imperative to strengthen sectoral governance, an objective which is being actively pursued through the work of UN Tourism’s Interinstitutional Working Group on Tourism and Climate Action.

A significant milestone, serving to consolidate the unified positioning of tourism as a definitive climate solution, was successfully achieved. This involved the formal inclusion of a Plan for Accelerated Solutions (PAS) specifically dedicated to the tourism sector under the auspices of the UNFCCC High-Level Climate Champions. The PAS serves as a strategic framework, intentionally supporting a unified global approach to key operational areas: measurement, mitigation, and adaptation. Particular emphasis is placed upon the critical stewardship of vital natural ecosystems, including the world’s forests, oceans, and biodiversity. The holistic nature of the plan ensures that environmental objectives are integrated across the sector’s operational landscape.
Insight into the foundational principles of the PAS was provided by Ana Carla Lopes, the Vice Minister of Tourism of Brazil. It was explained that the Plan for Accelerated Solutions is built upon the established achievements of Brazil in areas such as sectoral Greenhouse Gas (GHG) emissions measurement and adaptation planning. These national efforts have been significantly bolstered by support received from the Inter-American Development Bank (IDB). Furthermore, the plan is meticulously aligned with the priorities voiced by numerous countries during the Inaugural Meeting of the Interinstitutional Working Group on Tourism and Climate Action. This strategic alignment ensures global relevance and applicability. The PAS is thus viewed as providing a unique and opportune mechanism for scaling local, demonstrated solutions into comprehensive global pathways that are essential for the fundamental transformation of tourism.

A powerful and necessary emphasis was placed on the concept of adaptation throughout the various segments of COP30. Numerous sessions were dedicated to exploring the practical methodologies through which destinations can systematically integrate climate-risk data and robust adaptation measures into existing tourism planning processes. Simultaneously, focus was placed on strengthening the necessary governance structures required to effectively guide the complex implementation of these strategies across diverse geographical locations.
Strategic measures considered to have substantial potential for supporting the overarching Global Goal on Climate Adaptation were widely discussed. These key strategies included the definitive inclusion of tourism within national adaptation planning processes, the empowering of community-led adaptation initiatives, the widespread deployment of nature-based solutions, and the active promotion of circularity principles across core resources, specifically plastics, water, and food supplies within the tourism supply chain. Such measures are crucial for reducing immediate vulnerabilities and building long-term systemic resilience within destinations.

In a major new initiative, a public call was officially launched by UN Tourism in partnership with the Ministry of Tourism of Brazil to advance what are termed Regenerative Approaches to Climate Action in Tourism. This action is being pursued through the participatory development of a crucial briefing paper. The objective of this paper is explicitly defined as driving a more holistic approach to climate action within tourism, one that proactively enhances ecosystem health and improves community well-being simultaneously. This initiative seeks to significantly strengthen the vital nexus that exists across the interconnected climate and biodiversity agendas, moving beyond simple mitigation to active restoration.
In adherence to the spirit of mutirão, a concept deeply rooted in collective effort, the main on-site Tourism Thematic Days were effectively complemented by the Global Sessions on Climate Action in Tourism. These comprehensive sessions were expertly organized in partnership with Travalyst and The Travel Foundation and were executed in close collaboration with UN Tourism. This strategic arrangement was instrumental in ensuring wide-reaching international participation and facilitating the valuable exchange of practical solutions and best practices from every global region. The collaborative nature of these sessions ensured that regional nuances and successes could be disseminated globally.
