The Uttarakhand Power Corporation Limited (UPCL) has finalized a thorough and extensive strategy to guarantee an uninterrupted and quality supply of electricity throughout the State, specifically targeting the highly anticipated Winter Char Dham Yatra routes and crucial destinations attracting winter tourism. Comprehensive preparations have been implemented across all operational sectors to ensure that all pilgrims, residents, and visitors are accommodated with dependable power services during the challenging colder months.
The Managing Director of UPCL, AK Yadav, formally announced that a state of readiness has been achieved by the corporation, signifying a proactive approach toward managing the increased demand and environmental difficulties inherent to the season. The commitment to maintaining the flow of power across the hilly and often remote terrain of Uttarakhand has been articulated as a matter of principal importance, securing the functional integrity of vital public services.

A pivotal understanding of the socio-economic significance of the winter season was conveyed by the management. It was recognized that these important tourist areas of the State typically experience a substantially large influx of tourists as the plains become cooler. This seasonal surge is fundamental to bolstering the local tourism sector, which, in turn, is directly responsible for increasing local employment opportunities for the populace. Given this crucial dependency, it was affirmed that it is the profound responsibility of UPCL to ensure that absolutely no tourist or consumer is subjected to any form of inconvenience related to the supply of power. The quality of the traveler’s experience is intrinsically linked to the reliability of local infrastructure, making the corporation’s efforts central to the State’s hospitality success during its peak season.
To realize the objective of uninterrupted service, a rigorous system of daily infrastructure oversight has been instituted across the entire operational network. A strict regime of monitoring is being applied to all 33/11 kV substations, which serve as the primary nodes for transforming and distributing power throughout the regions. The consistent performance of these substations is paramount, as they act as the gateways through which bulk power is segregated and directed into local distribution channels. Furthermore, the condition of all HT LT lines (High Tension and Low Tension lines), which constitute the physical backbone of the electrical grid, is being subjected to daily checks. This intensive monitoring prevents minor faults from escalating into widespread outages, a risk that is significantly amplified by harsh winter conditions, including snowfall and freezing temperatures.

The inspection protocols also include dedicated observation of all 11 kV feeders. These feeders are the specific lines that carry medium-voltage power to localized service areas, and their smooth functioning determines the stability of the supply at the community level. Any instability or sag detected in these lines is immediately addressed by specialized maintenance teams, thereby preventing localized service interruptions that could affect crucial infrastructure like hospitals or emergency shelters. In addition to the core power grid, comprehensive checks are being conducted on the street lighting systems located within all identified tourist and pilgrimage areas.
A core element of the UPCL strategy involves guaranteeing the logistical capacity to respond to any emergency with speed and efficiency. To facilitate the restoration of power in the absolute minimum time possible, the sustained availability of essential materials has been ensured at all important operational locations. Critical components, including new conductors, cables, poles, and transformers, have been stockpiled and prepositioned in strategic depots across the State. This readiness mitigates the logistical challenges posed by difficult access routes and road blockages, which are common occurrences during heavy snowfall. By eliminating delays in sourcing replacement parts, UPCL effectively guarantees a substantially reduced power disruption time in the event of component failure.

Furthermore, a significant emphasis has been placed on the mobilization of the workforce and specialized equipment. All Superintending Engineers and Executive Engineers have been explicitly instructed to conduct intensive, meticulous inspections of the substations and feeders located within their respective jurisdictional areas. Crucially, the entire operational team has been directed to maintain a high alert mode.
A proactive measure that has been systematically completed across the entire network is the crucial task of lopping and chopping of trees and branches near all existing power lines. This preventative maintenance is undertaken specifically to safeguard the electrical infrastructure against the disruptive forces of nature prevalent during the winter season. Heavy snowfall and high winds frequently cause tree branches to fall onto power lines, leading to short circuits, line breaks, and prolonged outages. By completing this activity in a timely manner, the potential for natural causes to disrupt the essential power supply has been substantially minimized.
The comprehensive clearance of vegetation is not a one-time effort but rather an ongoing process that is meticulously tracked by the regional teams. This work is especially critical in the dense forest regions surrounding locations like Rajaji National Park, Chakrata, and parts of Almora and Pithoragarh, where the proximity of the lines to heavy foliage presents a persistent operational risk. The execution of this task ensures that the physical lines remain isolated from environmental hazards, thus fortifying the entire network’s integrity against inclement weather.
