Uganda Airlines is facing heightened scrutiny after an internal audit identified weaknesses in procurement and expenditure involving branding, marketing and image-building services during the 2024/25 financial year. The reported findings include a cost overrun of approximately UGX1.6 billion, representing about 42% above the planned amount. The development comes as Uganda’s national carrier seeks stronger financial performance while expanding its international footprint from Entebbe. The audit findings place renewed attention on internal controls, procurement procedures and spending discipline, areas that will be important as the airline works towards greater commercial sustainability and maintains relationships with passengers, travel agencies and other aviation partners.

Audit Examines Marketing Procurement

The internal review reportedly identified shortcomings involving planning and procurement processes for marketing-related services. Issues raised included inadequate needs assessments, expenditure exceeding approved budgets, contracted items that were allegedly not delivered and transactions reportedly processed without the required procurement documentation.

These findings represent audit observations and should not automatically be interpreted as proof of criminal wrongdoing by particular individuals. Any determination of liability would require appropriate investigation and due process by Uganda’s competent authorities.

Nevertheless, procurement controls are particularly important for a publicly owned airline because marketing expenditure must compete with substantial operational requirements including aircraft, fuel, maintenance, employees and network development.

Wider Financial Controls Face Attention

The marketing findings emerge amid wider examination of Uganda Airlines’ financial management and internal controls.

Uganda’s Office of the Auditor General regularly audits public entities and reports findings to Parliament, providing an institutional mechanism for examining whether public resources have been managed according to applicable requirements.

Concerns involving ticketing, passenger-related charges and procurement have attracted attention from oversight institutions. Where allegations remain under investigation, they should be distinguished from findings that have been conclusively established.

For Uganda Airlines, resolving outstanding questions transparently could become important for maintaining confidence as the carrier pursues its longer-term commercial objectives.

Ticket Distribution Raises Governance Questions

Reported scrutiny has also extended to airline ticket distribution and relationships with travel agencies.

For the tourism sector, transparent ticket distribution matters because agencies depend on predictable access to airline inventory, competitive fares and clearly administered commercial arrangements.

Any concentration of discounted inventory among a limited number of sellers can attract questions about procurement, commercial policy and equal market access. However, allegations involving specific businesses or executives require formal verification before conclusions regarding misconduct can be reached.

Strong controls can help airlines demonstrate that discounts and commercial incentives support legitimate business objectives.

Uganda Airlines Expands International Network

The governance questions come as Uganda Airlines builds its international network from Entebbe International Airport.

The carrier connects Uganda with important African and international markets and has expanded beyond regional services into longer-haul operations. Its network development is strategically important for Uganda because direct aviation links can support tourism, business travel, trade and investment.

International connectivity can also reduce dependence on connecting hubs outside Uganda, potentially strengthening Entebbe’s position within East African aviation.

Expansion, however, creates additional financial responsibilities. New routes require substantial investment in aircraft utilisation, distribution, sales, marketing and ground operations before they become commercially established.

Stronger Controls Could Support Recovery

Uganda Airlines’ future performance will consequently depend on more than passenger growth and additional destinations. Financial discipline, procurement transparency and effective oversight will also influence its ability to build a sustainable business.

For a state-owned carrier, these issues carry additional significance because public investment inevitably increases expectations surrounding accountability.

Improved procurement procedures could help ensure that marketing expenditure delivers measurable commercial benefits while reducing the possibility of waste or unauthorised spending.

Why the Audit Matters for African Aviation

Uganda Airlines represents an important component of Uganda’s strategy to improve international connectivity and strengthen Entebbe as an aviation gateway.

The audit therefore matters beyond accounting. Airlines depend heavily on confidence from passengers, employees, suppliers, travel agents, regulators and financial partners.

For Kampala and Entebbe, stronger governance could ultimately support the carrier’s long-term contribution to travel and tourism.

As Uganda Airlines addresses the audit observations, transparent corrective measures and stronger internal controls will be crucial. Sustainable expansion requires both an effective route network and disciplined financial management, particularly as the airline competes across an increasingly demanding African aviation market.
