Saudi Arabia has reached a different step in its Expo 2030 Riyadh journey with this significant agreement with Bureau International des Expositions (BIE). Participation of countries and international organizations in this global event will be governed by this agreement.

The newly signed See Agreement creates the legal structure required to welcome international exhibitors, defining the privileges, conditions and arrangements that will guide official participants as they prepare for the six-month World Expo in Riyadh.

The agreement was formalised in Paris with the participation of BIE Secretary General Dimitri S. Kerkentzes, Saudi Arabia’s Minister of Foreign Affairs H.H. Prince Faisal bin Farhan Al Saud, and Expo 2030 Riyadh CEO Talal Al-Marri. The signing coincided with Saudi Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud’s visit to France.

The latest development represents a key phase in Saudi Arabia’s preparations as the Kingdom moves closer to final participation agreements with governments and international organisations. More than 135 countries have already confirmed their presence at Expo 2030 Riyadh, with nations preparing unique pavilions based on the event’s vision, “Foresight for Tomorrow”.

The See Agreement provides the foundation for international involvement by establishing clear guidelines under BIE standards. It ensures participating nations have the necessary framework to design, build and operate their pavilions while presenting their ideas, culture and innovations to a global audience.

The agreement is considered one of the most important administrative steps before a World Expo opens. It supports smooth coordination between the host country and participants while creating a transparent system for international cooperation.

Expo 2030 Riyadh officials said the agreement reflects Saudi Arabia’s ambition to create a world-class platform where nations can exchange knowledge, strengthen partnerships and explore innovative solutions for future challenges.

The event will serve as a showcase of global creativity, combining cultural experiences, technological advancements and international collaboration. Through national pavilions and interactive programmes, Expo 2030 Riyadh aims to connect visitors with new ideas shaping the future.

With fewer than 1,500 days remaining until the opening ceremony, preparations are advancing rapidly across the Expo site. Construction activities, infrastructure development and detailed planning for exhibitions and visitor experiences are moving forward as Saudi Arabia works towards delivering a major international gathering.

Expo 2030 Riyadh received official registration from the BIE in June 2025 after Saudi Arabia was selected as the host nation during the organisation’s 173rd General Assembly in November 2023.

The global exhibition will take place from 1 October 2030 to 31 March 2031 under the theme “Foresight for Tomorrow”. Organisers aim to attract participation from more than 200 countries and international organisations while targeting around 42 million visits throughout the event.

The Expo will provide a global stage for countries to highlight their achievements, share cultural heritage and present ideas focused on innovation, sustainability and future development.

International Registered Exhibitions, commonly known as World Expos, are among the largest global platforms for cooperation between nations. They bring together governments, organisations, businesses and communities around themes designed to address major issues facing the world.
