Singaporean authorities are intensifying efforts to curb the use and distribution of e-vaporisers, commonly known as vapes.

The Ministry of Health (MOH) and the Health Sciences Authority (HSA) announced stricter enforcement measures at various checkpoints, including Changi Airport.

Passengers found with e-vaporisers will face fines up to S$2,000 (US$1,490). Those involved in the import, distribution, or sale of vapes could face even harsher penalties, possibly including imprisonment.

The rising trend of vape usage, especially among school children, has alarmed authorities. Many users acquire these products online through platforms like Telegram or during overseas trips. To counter this, Singapore is not only intensifying border checks but also ramping up surveillance in public areas such as the central business district, shopping centers, parks, and entertainment venues. Offenders caught in these “public hotspots” will be fined on the spot.

Furthermore, the National Environment Agency has been granted authority since December 1 to penalize individuals for using or possessing vapes. Collaborative efforts with other ministries aim to identify and remove online sales and advertisements of vapes. Schools and higher education institutions will also bolster efforts to detect and deter vaping among students. Offenders in educational settings will face disciplinary actions, including potential suspension or caning for boys. Additionally, counseling support will be provided to students to facilitate long-term behavioral changes.

The health implications associated with vaping are a significant concern for Singaporean authorities. E-vaporisers often contain nicotine, a highly addictive substance, along with other harmful chemicals linked to heart and lung diseases. Furthermore, these devices can serve as a gateway for non-smokers, particularly youths, to initiate smoking habits. The World Health Organization (WHO) recently emphasized the urgency of controlling e-cigarettes to safeguard children and non-smokers, highlighting the need for stringent regulations and bans on flavoring agents like menthol.

Singapore’s multi-agency approach underscores a concerted effort to safeguard public health by curbing the proliferation of vapes. By implementing stricter enforcement measures, enhancing public awareness, and collaborating with international health organizations, Singapore aims to mitigate the risks associated with vaping and protect its population from the detrimental effects of these harmful products.
