Cruise Lines International Association (CLIA), the primary advocate for the global cruise industry, has announced the elevation of Donnie Brown to the position of Senior Vice President, Global Maritime Policy, effective from December 1, 2023. In his new capacity, Brown will spearhead CLIA’s strategic initiatives to harmonize the cruise industry’s stance on technical, regulatory, and policy issues concerning cruise ship safety, security, and environmental responsibility.

Kelly Craighead, President and CEO of CLIA, expressed enthusiasm for Brown’s promotion, citing his substantial contributions to CLIA and the cruise sector over the past nine years. Craighead highlighted the importance of maritime policy efforts in advancing the industry’s commitment to responsible and sustainable tourism practices, as well as its pursuit of achieving net-zero emissions by 2050. Craighead expressed confidence in Brown’s extensive expertise in maritime and policy affairs to guide the industry on its sustainability journey.

Donnie Brown initially joined CLIA in 2014 as the Director of Environmental and Health, subsequently rising to the role of Vice President, Global Maritime Policy in 2017. In these prior roles, Brown played a pivotal role in formulating, presenting, negotiating, and executing global industry positions on legislative, regulatory, and policy matters related to security, environmental stewardship, and health.

Moreover, Brown, in collaboration with the CLIA Global Committee on Marine Environment Protection, led delegations to the International Maritime Organization. In this capacity, he represented the global cruise industry in international treaty negotiations and other critical matters.

Before joining CLIA, Brown had a distinguished career in the United States Coast Guard, serving as legal counsel to senior Coast Guard officials and federal interagency leaders. In this role, he facilitated consensus on national and international policy matters. Brown is an alumnus of the United States Coast Guard Academy and the University of Miami School of Law.

Expressing gratitude for the opportunity to lead the Maritime Policy team, Brown conveyed his eagerness to execute CLIA’s strategic work plan in collaboration with members and in support of the broader cruise community.
