Euromonitor unveils World’s Top 100 City Destinations for 2023

The 2023 edition of Euromonitor International’s annual Top 100 City Destinations Index has confirmed that Paris maintains its status as the world’s most appealing city destination.

The report evaluates 100 city destinations using a comprehensive assessment of 55 metrics categorized under six pivotal pillars: (1) economic and business performance, (2) tourism performance, (3) tourism infrastructure, (4) tourism policy and attractiveness, (5) health and safety, and (6) sustainability.

In this year’s ranking, European cities overwhelmingly dominated the top 10, with only Dubai (2nd), Tokyo (4th), and New York (8th) representing non-European destinations. Paris retained its coveted position as the leading city destination globally, followed by Dubai and Madrid. Tokyo secured the fourth spot, with Amsterdam rounding out the top five.

Asia also displayed a strong presence within the top 20, with Singapore (11th), Seoul (14th), Osaka (16th), and Hong Kong (17th) making notable appearances.

Tokyo’s ascent into the top 10 for the first time can be attributed to improvements in its tourism infrastructure. Additionally, a weakening yen since 2022 and the relaxation of COVID-19-related restrictions have attracted tourists, leading to increased hotel occupancy and affordable consumer experiences.

European cities dominate the Index, with 12 cities in the top 20 and a total of 63 in the top 100. This dominance is fueled by rapid urbanization and widespread technology adoption.

The 2023 edition of the City Destinations list welcomes four newcomers: Washington DC (48th), Montreal (68th), Santiago (88th), and Vilnius (92nd), thanks to enhanced tourism performance.

Developed markets continue to assert their influence on the rankings, with most of the leading cities in the 2023 Index hailing from these markets.

Nadejda Popova, Senior Manager (Loyalty) at Euromonitor International, remarked, “Paris has maintained its position as the world’s premier city due to exceptional performance in Tourism Policy and Attractiveness, Tourism Infrastructure, and Tourism Performance.”

International travel has experienced robust growth in 2023, with a 38% increase in the number of trips, projected to reach 1.3 billion by year-end. Chinese international travel’s return following the removal of government quarantine measures represents a significant milestone in the industry’s recovery, with global tourism spending expected to reach USD 1.7 trillion in 2023.

In terms of international arrivals in 2023, Istanbul leads with a 26% year-on-year growth, followed by London (17%) and Dubai (18%). Hong Kong (2495%) and Bangkok (142%) experienced the most substantial year-on-year growth in international arrivals, as they were among the last to reopen after the COVID-19 pandemic.

Travelers are increasingly seeking providers that offer high-speed internet, flexible booking options, and comfortable work environments to accommodate remote work. Cities are focusing on digital transformation through disruptive technology, sustainability initiatives, improved transportation networks, and social impact to enhance competitiveness, enrich their tourism offerings, and provide seamless customer experiences.

Popova noted, “Rising living costs, which lead to lower consumer confidence, and fluctuating inflation are expected to pose significant challenges to industry growth in 2024 and 2025, particularly in the event of a global recession. Geopolitical volatility remains another risk for the travel industry.”

She added, “Consumers are anticipated to seek value-for-money travel options when making bookings, which will drive demand for intraregional travel, especially as travel expenditures are often discretionary. Travelers will continue to favor authentic, local experiences and sustainable tourism alternatives.”

Sustainable tourism remains a prominent and evolving focus for global cities, with destinations taking various steps to enhance their sustainability practices, such as utilizing renewable energy sources, implementing green construction, launching recycling programs, and investing in emission-free transportation.

Overtourism poses a challenge to cities as tourism rebounds from the COVID-19 crisis, impacting local communities and the environment. Some destinations are responding with restrictions, taxation, or reductions in hotel capacity to manage the influx of tourists and protect cultural heritage. Others are embracing dispersion strategies that promote alternative or off-the-beaten-path destinations. Popova emphasized the importance of implementing sustainable practices to promote responsible tourism over mass travel, benefiting both the environment and local residents.
