For decades, the United States has explored the potential of high-speed rail travel without establishing a genuine service. Since 1987, there have been efforts to introduce bullet train services in Texas, culminating in Texas Central’s 2014 initiative to connect Dallas and Houston. This project proposes a bullet train that could significantly reduce travel time between these cities from three and a half hours to just 90 minutes.

Andy Byford, Amtrak’s senior vice president of high-speed rail programs, emphasized the unparalleled speed and efficiency of the proposed rail service, contrasting it with the time-consuming processes associated with car travel and flights. Byford is part of a growing number of U.S. policy experts advocating for an expansion in the nation’s high-speed rail network. In 2023, Amtrak expressed its intention to enhance its collaboration with Texas Central, focusing on the Texas Triangle area that encompasses the heavily populated Dallas-Fort Worth metroplex and Houston.

The absence of a high-speed rail link between Dallas and Houston leaves only traditional travel methods—airport expansions or highway extensions—as alternatives, which Congressman Seth Moulton, D-Mass and a former Texas Central managing director, argues would not improve travel times between these major cities. Brianne Glover, a senior research scientist at Texas A&M University’s Transportation Institute, noted the strain on Texas’s transportation system due to rapid population growth, with commuters facing significant delays annually.

The Texas Central project has faced delays due to regulatory challenges, including environmental reviews and property rights disputes. In 2022, the Texas Supreme Court recognized Texas Central as a public interurban electric railway company, granting it eminent domain powers. Jody Berry, a Dallas farmer affected by the proposed rail route, expressed shock and concern over the impact on his family’s farm.

Despite challenges, including the uncertain future of other high-speed rail projects like the one in California, the U.S. government’s $66 billion investment in passenger rail under President Biden marks a significant commitment to modernizing America’s rail systems. However, skepticism remains, with Rep. Troy Nehls, R-Texas, highlighting issues such as customer demand and economic sustainability during a congressional hearing.
