It is becoming more obvious that Ukraine, Zakarpattia, Bukovel, and Vorokhta are going to become key factors in the restructuring of the Ukrainian tourism system due to the closure of Ukrainian airspace to commercial flights. In particular, the state railway company Ukrzaliznytsia has redesigned the railway lines leading to Western tourist destinations. Furthermore, SATD has created international partnerships that were aimed at the development of tourism marketing, information systems, and rebuilding after the reopening of travel.

Rail Travel Becomes a Tourism Lifeline

With commercial flights unavailable, Ukraine’s railway network has assumed a central role in maintaining passenger mobility across the country. National railway operator Ukrzaliznytsia has restructured services to connect major passenger flows with destinations in western Ukraine, including Zakarpattia, Bukovel and Vorokhta.

High-capacity overnight trains are being operated along routes linked with regional transport corridors, providing travellers with an alternative to air travel for longer domestic journeys. Overnight services also allow passengers to travel between regions without requiring daytime transfers, making rail a significant component of tourism accessibility.

The western regions served by these routes include some of Ukraine’s most established mountain and nature-based tourism areas. Zakarpattia offers access to the Carpathian landscape, while Bukovel has developed into a major mountain resort destination. Vorokhta provides another gateway to the Carpathians and surrounding outdoor attractions.

The concentration of rail connectivity towards these destinations is creating a more integrated travel network between urban centres and western Ukrainian tourism areas.

European Partnerships Prepare Tourism Recovery

Alongside domestic transport restructuring, Ukraine’s tourism authorities are developing international cooperation for the sector’s future recovery.

The State Agency for Tourism Development has rallied bilateral support from European partners including Poland, Germany, Austria, Czechia and Lithuania. These relationships form part of efforts to establish an International Tourism Alliance focused on coordinated tourism development.

The proposed framework covers joint marketing, tourism data management and reconstruction planning. Such cooperation is designed to create mechanisms that can be used as international travel to Ukraine expands.

European partnerships are particularly relevant to Ukraine’s tourism recovery because neighbouring and nearby European markets are important potential sources of visitors. Cross-border cooperation can also support the development of tourism products connecting Ukraine with wider regional travel networks.

Poland, in particular, provides an important geographical connection to western Ukraine, while Germany, Austria, Czechia and Lithuania add further European market links. Cooperation between tourism authorities can help align promotional activity and information systems ahead of broader reopening.

Planning for Postwar Travel

Tourism recovery planning is taking place alongside the restructuring of Ukraine’s wider travel infrastructure. The continued absence of commercial air services means that rail remains critical for domestic movement, while international cooperation is being developed to support the tourism sector when travel conditions allow greater visitor access.

For future travellers, the development of rail corridors could provide an established transport framework for reaching western destinations from major Ukrainian population centres. This could support itineraries focused on the Carpathians, wellness tourism, outdoor recreation and regional cultural experiences.

International tourism cooperation could complement this transport infrastructure by preparing destination marketing and tourism information for overseas visitors. Shared data systems may also help tourism authorities monitor demand, accommodation capacity and visitor flows as the sector begins to recover.

The development of tourism infrastructure in western Ukraine also provides a potential foundation for broader destination diversification. Rather than relying on a single gateway or travel mode, future visitors could use rail connections and regional transport networks to access multiple destinations.

A Reconfigured Tourism Network

In Ukraine, the tourism and transportation network is currently being rebuilt according to the needs of limited air services and future reconstruction. Rail connections of Ukrzaliznytsia allow tourists to reach the regions of Zakarpattia, Bukovel and Vorokhta, and collaboration with European tourism bodies helps to develop the basis of international promotion and recovery of the industry.
