Azerbaijan and the Dominican Republic have signed an agreement to mutually waive visa requirements for ordinary passport holders, potentially making travel between the two destinations considerably simpler once the agreement takes effect.

New visa agreement signed during UN General Assembly

The agreement was signed during the 81st session of the United Nations General Assembly in New York following a meeting between Azerbaijan’s Foreign Minister Jeyhun Bayramov and the Dominican Republic’s Foreign Minister Ito Bisonó.

According to information released by Azerbaijan’s Foreign Ministry, the two ministers discussed ways to strengthen bilateral relations and cooperation before signing the agreement on the mutual exemption of visa requirements for holders of ordinary passports. A separate memorandum was also signed to establish a mechanism for political consultations between the two foreign ministries.

For leisure travellers, the ordinary-passport provision is the key development. Unlike arrangements restricted to diplomatic or official passport holders, the new agreement is aimed at regular citizens travelling on ordinary passports.

What the agreement means for travellers

The agreement establishes the framework for visa-free travel between Azerbaijan and the Dominican Republic, but travellers should not yet assume that they can immediately enter either country without a visa.

Dominican Republic tourism continues to break records

The agreement comes as the Dominican Republic is experiencing strong international tourism growth.

The Dominican government reported that the country welcomed 8,556,415 visitors between January and August 2026, an increase of 6.9% compared with the same period in 2025. The figure included 6,610,258 tourists arriving by air and 1,946,151 cruise passengers.

The country’s tourism performance was already at record levels in 2025. According to the Dominican government, the destination welcomed 11,676,901 visitors during the year, including 8,861,169 tourists arriving by air and 2,815,732 cruise passengers.

For travellers, that means the new agreement arrives as the Dominican Republic continues to strengthen its position as a major Caribbean holiday destination.

Punta Cana remains a major gateway

The country’s tourism infrastructure is particularly relevant to any future growth in travel from Azerbaijan.

During August 2026, Punta Cana International Airport handled 49% of the Dominican Republic’s arriving flights, followed by Las Américas Airport in Santo Domingo with 29% and Cibao International Airport with 14%, according to Dominican government figures.

For Azerbaijani holidaymakers, Punta Cana is likely to be particularly relevant because of its concentration of resorts and beach-focused tourism. Santo Domingo, meanwhile, provides a more urban and cultural alternative, with historical attractions alongside access to the wider Caribbean tourism network.

Azerbaijan offers a different holiday experience

The travel opportunity works in both directions.

For visitors from the Dominican Republic, Azerbaijan provides a very different tourism experience from the Caribbean. Baku combines modern architecture, Caspian Sea attractions and historic districts, while destinations outside the capital offer access to mountain landscapes, cultural heritage and regional cuisine.

That contrast could make the new arrangement attractive to travellers looking for experiences that are substantially different from their home destinations.

For Azerbaijani travellers, the Dominican Republic presents the opposite proposition: tropical beaches, large resort areas, cruise tourism and warm-weather holidays.

Air connectivity will remain crucial

Visa-free access can remove a major administrative hurdle, but geography remains another consideration.

Azerbaijan and the Dominican Republic are separated by a considerable distance, and the success of the new travel corridor will depend heavily on airline connectivity, fares and convenient connecting routes.

This means the agreement is unlikely to create a major surge in travel overnight simply by removing visa requirements. Tour operators, airlines and travel agencies will also play an important role in turning easier entry into actual holiday bookings.

If demand develops, the new arrangement could eventually encourage travel companies to build more Azerbaijan-Caribbean packages or promote easier connections between the two markets.

A new option for long-haul travellers

The agreement also arrives as Azerbaijan continues to maintain visa-free arrangements with a range of international markets. Its official tourism authority currently lists reciprocal visa-free access with several countries, including Türkiye, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan and Serbia.
