China 2023 Lancang-Mekong cooperation: top 10 ASEAN news highlights

China and the five other Lancang-Mekong countries, united by their geography of mountains and rivers, share deep cultural ties and function as a closely-knit family. In 2023, significant milestones were celebrated, marking the 10th anniversary of the Belt and Road Initiative (BRI), the 10th anniversary of the vision to build a harmonious global community, and the 10th anniversary of pursuing diplomacy based on goodwill, sincerity, mutual benefit, and inclusiveness in the neighborhood.

Together, these six Lancang-Mekong nations have made remarkable progress in advancing the Lancang-Mekong Cooperation (LMC), an important regional initiative. As the world experiences unprecedented changes, the countries have strengthened their unity, collaboration, and commitment to modernization, breathing new life into the subregion’s prosperity and development. Together, they’ve strived to create a community of shared peace and prosperity, achieving noteworthy milestones such as establishing a high-quality cooperation zone under the Belt and Road Initiative, pioneering efforts in the Global Development Initiative, contributing to the Global Security Initiative, and leading the way in the Global Civilization Initiative.

In a collaborative effort, organizations like the China International Communications Group and the Yunnan International Communication Center for South and Southeast Asia have selected the Top 10 News Stories of 2023 in Lancang-Mekong Cooperation. This selection aims to showcase the fruitful outcomes of China’s involvement in Lancang-Mekong Cooperation and highlight the strong bonds among the six countries.

In 2023, diplomatic efforts at the highest level played a crucial role in advancing the vision of a shared future among the Lancang-Mekong countries. The 15th anniversary of the China-Vietnam comprehensive strategic cooperative partnership and the 65th anniversary of diplomatic relations between China and Cambodia were significant milestones. Notably, the Third Belt and Road Forum for International Cooperation, attended by leaders from the Mekong countries, received praise for its positive impact on regional development.

Frequent high-level exchanges among the governments of these six countries have deepened mutual trust and cooperation in various fields. Chinese Premier Li Qiang’s four-point proposal during the fourth Lancang-Mekong Cooperation Leaders’ Meeting in October emphasized integrated development, green cooperation, security governance, and people-to-people exchanges, setting the stage for future cooperation.

The Lancang-Mekong countries have prioritized regional connectivity to expand development opportunities, improve passenger and cargo exchanges, and enhance cooperation quality. Key infrastructure projects like the China-Laos Railway and the Siem Reap Angkor International Airport have bolstered seamless connectivity. Additionally, cross-border cargo transport and rail-water intermodal trains have facilitated trade opportunities.

Exhibitions and matchmaking meetings have emerged as crucial platforms for fostering regional win-win cooperation. Notable events like the China International Import Expo and the Lancang-Mekong Cooperation Economic and Technological Exhibition have created new opportunities for all participating parties.

The Global Security Initiative has gained momentum as the Lancang-Mekong countries work together to ensure a secure environment for development. Collaborative efforts in law enforcement and security governance have yielded positive results, including joint patrols and operations on the Mekong River.

In 2023, a strong focus on digitalization led to significant improvements in digital connectivity within the region. The Lancang-Mekong countries actively cooperated on digital exchange, infrastructure development, technological applications, and talent cultivation, contributing to the development of the “Digital Silk Road.”

People-to-people exchanges have cultivated closer bonds among the six countries, promoting cultural and tourism endeavors, sports exchanges, and media collaboration. These exchanges have contributed positively to mutual understanding and connection among the people.

Environmental cooperation has been a priority, guided by the “Lancang-Mekong Environmental Cooperation Strategy and Action Framework (2023-2027).” Collaborative projects aimed at environmental protection and ecological conservation have been instrumental in promoting green, low-carbon, and sustainable development.

The Lancang-Mekong Cooperation Special Fund has supported projects focused on improving the lives of the people in the region. These projects have addressed issues like safe drinking water, healthcare services, and talent development, contributing to local prosperity.

Agricultural cooperation has flourished, with advancements in trade partnerships, food diversity, and agricultural projects. Notably, the six countries have worked together to strengthen their agricultural sectors, leading to mutual benefits and economic growth.

The Lancang-Mekong countries have also invested in their youth, fostering a stronger sense of community. Initiatives like the Lancang-Mekong Youth Online workshop and the Youth Innovation Competition have empowered young individuals to contribute to the region’s development.

In summary, the Lancang-Mekong Cooperation in 2023 was marked by significant achievements in various areas, from diplomacy and connectivity to environmental conservation and youth empowerment. These collaborative efforts have strengthened the bonds among the six countries, promoting shared prosperity and a brighter future for the Lancang-Mekong region.
