The Design-Build Institute of America (DBIA) has praised the U.S. Congress for the bipartisan approval of the Federal Aviation Administration (FAA) Reauthorization Act. This act notably includes a pilot program for Progressive Design-Build (PDB), a development poised to enhance the design-build sector significantly. DBIA has expressed appreciation to Representative John Garamendi (D-CA) for his pivotal role in securing the PDB provision in the legislation.

DBIA also played a crucial role by supplying essential resources to Congress throughout the legislative process, including the DBIA Progressive Design-Build Deeper Dive and Universal Best Practices.

“DBIA is committed to promoting the value of design-build project delivery and advocating for its effective integration at all government levels,” said Louis Jenny, DBIA’s Vice President of Advocacy and Industry Engagement. “We’re thrilled by the inclusion of the Progressive Design-Build pilot program in the FAA reauthorization package. This marks a significant win for design-build, highlighting the value of collaborative project delivery methods.”

The legislation renews the FAA and the National Transportation Safety Board (NTSB) for another five years, emphasizing essential investments in aviation safety, consumer protection, workforce development, technology advancement, and updates to the national airspace system. The incorporation of the PDB pilot program signifies a dedication to fostering innovative approaches to project delivery within the aviation industry.

Progressive Design-Build advocates for early collaboration between designers and builders, enhancing project outcomes and operational efficiency. It involves a phased approach starting with a qualifications-based selection of a design-build team, followed by collaborative phases to refine the project design and finalize the contract price. This method provides iterative design development, allowing more flexibility and input from the owner, potentially leading to superior efficiency and quality in aviation projects.

DBIA acknowledges the efforts of Rep. Garamendi, along with House and Senate Committee leaders—Chairman Sam Graves (R-MO), Rep. Rick Larsen (D-WA), Chair Maria Cantwell (D-WA), and Sen. Ted Cruz (R-TX)—for their foresight and leadership in integrating the PDB pilot program into the FAA reauthorization. Their support underscores a commitment to pioneering project delivery techniques that are set to benefit the aviation sector and the nation overall.
