South Korea, the US, China, India and travellers from other major international markets are set to benefit as Japan expands Narita Airport’s rail capacity with more limited express trains, upgraded tracks and stronger links to central Tokyo and Haneda Airport. The transformation aims to cut travel times, ease congestion and improve airport transfers, while helping Japan handle rising passenger numbers and drive its next major tourism boom.

Japan is preparing for one of its largest airport transport upgrades in decades as it moves to dramatically expand rail services connecting Narita International Airport, central Tokyo, Haneda Airport, and destinations across the country. The ambitious plan is designed to accommodate soaring numbers of international travellers, improve airport connectivity, reduce congestion, and strengthen Japan’s position as one of the world’s leading tourism destinations. With airport expansion, new premium rail services, and major infrastructure upgrades all moving forward together, the country is building a transport network capable of supporting millions of additional visitors in the years ahead.

Japan Plans a New Era of Airport Rail Connectivity

Japan has introduced a long-term vision to significantly strengthen rail transportation serving Narita International Airport. A government-appointed panel made up of experts from the railway, aviation and academic sectors has completed a comprehensive strategy aimed at preparing the country’s transport system for future passenger growth.

The plan sets an ambitious objective of increasing the number of passengers travelling to and from Narita Airport by rail to approximately 1.8 times current levels during the 2030s. The expansion is intended to ensure travellers enjoy faster, smoother and more reliable access between the airport and Japan’s busiest cities.

Improving access to Tokyo Station, Haneda Airport, and regional destinations remains one of the central priorities of the programme.

New Premium Rail Service Will Improve Passenger Comfort

As part of the transport transformation, Keisei Electric Railway plans to launch a brand-new limited express train connecting Narita Airport with Oshiage in Tokyo during fiscal 2028.

Unlike standard commuter trains, the new service will operate with an additional express fare while providing passengers with reserved seating, creating a more comfortable travel experience for airport users carrying luggage or travelling long distances.

The railway operator also plans to extend the service during the 2030s by using the Toei Asakusa Line and the Keikyu Line, allowing travellers to enjoy a direct premium rail connection between Narita Airport and Haneda Airport.

Although direct trains already operate between the two airports, the future service is expected to deliver a higher level of comfort and convenience.

More Express Trains Will Connect Narita and Central Tokyo

Rail capacity between Narita Airport and Tokyo will increase substantially under the new strategy.

Following completion of the expansion, Keisei Electric Railway could operate up to six surcharge-based limited express trains every hour in each direction between Narita Airport and central Tokyo. This figure includes both the new express service and the existing Keisei Skyliner, which currently links Narita Airport with the Ueno district.

Meanwhile, JR East plans to strengthen its Narita Express operations by increasing services from two trains per hour to as many as four trains every hour. The railway company also intends to increase seating capacity on each service to accommodate growing passenger demand.

Together with other limited express services, the total number of premium trains operating between Narita Airport and central Tokyo is expected to increase from approximately 6.5 trains per hour today to at least 12 trains every hour in each direction.

Rail Infrastructure Will Be Modernised to Remove Bottlenecks

Supporting the additional train services requires major improvements to existing railway infrastructure.

Several single-track sections close to Narita Airport, currently restricting train operations, will be upgraded into double-track lines to improve capacity and operational efficiency.

Keisei Electric Railway also plans to build new elevated rail sections, while JR East will carry out double-tracking work along sections of the Narita Line.

Following technical studies and financial assessments, construction work is expected to begin during the current fiscal year.

These improvements are designed to create a more reliable railway network capable of handling significantly higher passenger volumes.

Airport Expansion Will Drive Passenger Growth

The railway programme complements major expansion works already planned at Narita International Airport.

Once runway extensions and other airport development projects are completed in fiscal 2029 or later, Narita Airport is expected to handle approximately 500,000 aircraft take-offs and landings each year, representing around a 50 percent increase over current operations.

Passenger traffic is also forecast to reach approximately 75 million travellers annually, an increase of roughly 1.8 times today’s levels.

Without additional rail investment, transport planners estimate congestion on several airport rail routes could exceed 150 percent capacity during the mid-2030s.

Passenger demand on airport rail services alone is expected to rise by approximately 50 percent compared with fiscal 2023.

Supporting Japan’s Tourism Vision Beyond Tokyo

The transport investment forms an important part of Japan’s long-term tourism strategy.

The Japanese government aims to welcome 60 million international visitors every year by 2030. With annual overseas arrivals already surpassing 40 million, major tourism centres including Tokyo and Kyoto are experiencing increasing pressure from visitor congestion.

By expanding Narita’s rail network, authorities hope more international travellers will continue their journeys beyond Japan’s largest cities and discover regional destinations across the country.

Improved rail links between Narita Airport and Haneda Airport will also simplify transfers for overseas visitors connecting to Japan’s extensive domestic flight network.

Although Haneda remains Japan’s busiest domestic airport, its limited expansion opportunities make Narita increasingly important for accommodating future aviation growth.

The new rail system is expected to create faster airport transfers while encouraging greater distribution of visitors throughout Japan.

Countries That Stand to Benefit from Japan’s Expanded Airport Rail Network

The upgraded transport system will make travel to Japan more convenient for visitors from many of the country’s largest international tourism markets, including:

  • United States – Easier airport transfers and improved access to regional Japan.
  • China – Faster onward travel beyond Tokyo through expanded rail services.
  • South Korea – More convenient connections between international arrivals and domestic destinations.
  • Taiwan – Enhanced airport accessibility supporting leisure and business travel.
  • Australia – Improved transport links for long-haul visitors arriving at Narita.
  • Singapore – Better premium rail options for frequent travellers.
  • Thailand – Easier movement across Japan following arrival.
  • Malaysia – Improved connections to regional tourism destinations.
  • India – Greater convenience for the rapidly growing number of Indian travellers visiting Japan.
  • United Kingdom – Faster airport transfers for European visitors exploring multiple Japanese cities.

South Korea, the US, China, India and other major markets will benefit as Japan expands Narita Airport rail links to reduce congestion, improve transfers and support its next tourism boom.

A New Transport Network for Japan’s Next Tourism Chapter

Japan’s ambitious rail expansion around Narita International Airport represents far more than an infrastructure project. By combining new premium express services, expanded train frequencies, double-track railway upgrades, airport expansion, and stronger links with Haneda Airport, the country is creating a modern transport system capable of supporting its rapidly growing tourism industry. As international arrivals continue to rise and Japan works towards its goal of 60 million foreign visitors annually, these investments are expected to improve travel efficiency, reduce congestion, strengthen regional tourism, and position the country for sustained long-term growth in global travel.
