The United States is accelerating efforts to strengthen its air traffic control workforce in 2026 as federal aviation authorities confront a longstanding staffing shortage while passenger demand and the complexity of the national airspace system continue to grow.
The Federal Aviation Administration’s latest workforce plan sets a target of hiring at least 2,200 new air traffic controllers in fiscal 2026, followed by 2,300 in 2027 and 2,400 in 2028. The broader programme is designed to move the system towards a full staffing target of 12,563 Certified Professional Controllers.

The push goes beyond recruitment. Washington is shortening the hiring process, expanding training capacity, introducing incentives and modernising equipment used by controllers across the country.

As of April 2026, the FAA had approximately 11,000 Certified Professional Controllers deployed across more than 300 air traffic facilities. Another 4,000 controllers were in the training pipeline, although roughly 1,000 of those were previously certified controllers undergoing training after moving to new facilities.
The FAA calculates that full staffing requires 12,563 Certified Professional Controllers, based on forecast demand and its staffing methodology.

The call for roughly 2,000 additional controllers has been a recurring feature of the debate over US aviation capacity. But the federal programme has now moved beyond that number.
The FAA exceeded its fiscal 2025 target of 2,000, onboarding 2,026 controllers. By April 2026, almost 1,200 additional controllers had already been onboarded towards the new fiscal-year target.
The latest workforce plan subsequently established targets of 2,200 hires in 2026, 2,300 in 2027 and 2,400 in 2028.
That means the federal response is no longer centred simply on hiring 2,000 people. It is developing into a multi-year effort to rebuild and strengthen the controller pipeline.
Recruitment requires substantial federal funding.
The FAA’s fiscal 2026 budget submission identified $97.253 million for additional controller hiring and training requirements. Of that, the Air Traffic Organization requested $95.9 million, including $70 million associated with salaries and expenses for additional controllers.
The funding is intended to support training at the FAA Academy as well as training at operational facilities.
This is particularly important because recruiting someone does not immediately create a fully qualified controller. Depending on the complexity of the facility, it can take more than two years to fully certify a newly hired controller.
The staffing challenge is therefore measured in years rather than months.
Washington is also trying to remove administrative delays from recruitment.
Federal reforms have shortened the controller hiring process by more than five months. The FAA has also increased its instructor workforce by 15%, while applicants have been moved into the FAA Academy in Oklahoma City more quickly.
The agency’s 2026 recruitment effort was designed to attract another generation of controllers. One application window was set to close once 8,000 applications were received.
The government has also promoted air traffic control as a career that does not necessarily require a college degree, with earning potential increasing substantially as recruits progress through training and certification.
The staffing push has direct implications for travellers.
Air traffic controllers manage aircraft movements through towers, approach-control facilities and en-route centres. When staffing becomes constrained, the aviation system has less flexibility to absorb severe weather, equipment problems or sudden traffic surges.
Excessive overtime is another concern because prolonged additional working hours can contribute to fatigue and burnout. Increasing the number of qualified controllers could give facilities greater flexibility when scheduling shifts and managing periods of heavy traffic.
Hiring more controllers does not guarantee the disappearance of flight delays. Weather, airline operations, airport congestion and technical problems also contribute. But a stronger controller workforce can improve the resilience of the wider system.
The staffing issue is particularly important at major aviation hubs and in heavily travelled airspace.
Airports serving New York, Chicago, Atlanta, Dallas and Los Angeles handle enormous volumes of domestic and international traffic. Pressure at one major facility can quickly spread through airline networks because aircraft and crews operate several flights during a typical day.
A delay early in the system can therefore contribute to disruption hundreds or thousands of miles away.
The controller programme is national rather than confined to individual airports. With more than 300 air traffic facilities, increasing staffing capacity is intended to strengthen the network as a whole.
People are only one part of the aviation overhaul.
Washington’s air traffic control modernisation programme includes approximately 5,000 new high-speed network connections, 27,000 radios, 450 digital voice switches and 612 modern radars.
Another 44 airports are slated for replacement surface radars, while 200 airports are expected to receive Surface Awareness Initiative surveillance technology.
New Terminal Flight Data Manager tools are planned for 89 airports, while 435 air traffic control facilities are set to receive Enterprise Information Display Systems.

The results will not appear overnight. Training requirements mean the staffing shortage cannot simply be eliminated with one recruitment campaign.
But the direction is clear. Washington is treating air traffic control staffing and modernisation as a multi-year aviation capacity challenge rather than a temporary travel-season problem.
