Thailand will begin the second phase of expanded automated passport processing at Bangkok Suvarnabhumi Airport in September 2026, targeting a reduction of more than 50 per cent in immigration-area congestion. The immediate commercial risk is not the technology itself. It is the possibility of travel businesses presenting the upgrade as guaranteed fast-track immigration for every visitor.
Tour operators, destination management companies, corporate travel planners and online travel platforms should avoid building arrival promises around the more-than-50-per-cent congestion target. The projection is an airport-level operational expectation. It is not a guaranteed reduction in every passenger’s personal waiting time.
Individual outcomes will continue to vary according to nationality, e-passport compatibility, visa status, document quality, TDAC completion, simultaneous flight arrivals, manual inspection requirements and the number of staffed or automated channels operating at that moment.
The distinction is particularly important for MICE groups, incentive movements, senior travellers, families with children and customers holding tight onward domestic connections. A group may arrive on the same aircraft but divide into different processing streams because automated-channel eligibility is assessed at passenger level.
Travel companies should therefore design arrival transfers around the slowest reasonable immigration scenario, not the fastest advertised processing potential. Ground handlers may need flexible vehicle dispatch, staggered meeting-point arrangements and active monitoring of arrival-hall conditions.
For airlines and airport businesses, the broader opportunity lies in reducing variability. Predictable immigration release times improve baggage-hall circulation, kerbside vehicle planning, transfer coordination and terminal retail movement. Even travellers who cannot use automated channels may benefit when eligible passengers are diverted away from staffed desks and live data allows immigration staffing to follow real demand.
The September project forms part of a wider effort to align terminal capacity, border processing and passenger data.
Suvarnabhumi’s Satellite 1 terminal was developed with an investment of approximately THB39.76 billion. It increased the airport’s annual passenger-handling capacity from 45 million to 60 million and added 28 contact aircraft stands, supported by an automated people-mover connection to the main terminal.

Suvarnabhumi already operates a broader automated biometric identification system for airport journey processes. The system uses facial recognition to verify passengers and reduce repeated document presentation at participating service points.
It began operating for domestic passengers on 1 November 2024 and international passengers on 1 December 2024 across the six airports managed by Airports of Thailand. This system supports airport processing such as check-in, security access and boarding. It should not be interpreted as automatic permission to use immigration e-gates.
The distinction is essential. Airport biometric enrolment helps match a passenger’s identity with travel records during the departure journey. Immigration automation determines whether the traveller can pass a sovereign border checkpoint without conventional officer processing. The systems may use similar facial-recognition principles, but their eligibility rules, legal functions and operational controls differ.
Existing digital adoption also remains incomplete. During the 2025 financial year, 25.96 per cent of Suvarnabhumi passengers used installed common-use self-service check-in facilities, while 17.46 per cent used common-use bag-drop technology. These figures demonstrate measurable progress, but they also show that manual and assisted processing remains central to airport operations.
Every non-Thai national entering Thailand by air, land or sea must complete a Thailand Digital Arrival Card. The electronic form replaced the previous paper arrival card and must be submitted no more than three days before arrival, including the arrival date.
The requirement applies to adults, children and infants. A new TDAC is required for every entry, and the form requests passport information, flight details, arrival date, accommodation address, travel purpose, health information and an email address.
Passengers remaining airside during transit without passing through immigration do not require a TDAC. Travellers leaving the secure transit area and entering Thailand do require one.
Families can submit up to ten travellers in one group application. Passengers without internet access can use available airport Wi-Fi and submission kiosks, with TDAC kiosks installed at Suvarnabhumi, Don Mueang, Phuket, Chiang Mai and Hat Yai airports. The Immigration Bureau states that TDAC information is protected under Thailand’s Personal Data Protection Act and is accessible only to relevant immigration and border-security authorities.
Biometric eligibility therefore does not remove the need to complete the TDAC, hold the appropriate passport, satisfy visa or visa-exemption conditions and present supporting documentation when required.
The increased use of biometric identity records and real-time passenger information also expands the airport’s cybersecurity responsibilities.
Airports of Thailand identifies biometric systems, passenger data management and self-service platforms as sensitive infrastructure exposed to cyberattack, unauthorised access and system disruption. Its protection framework includes information-security, cybersecurity, personal-data and data-privacy policies, alongside ISO/IEC 27001:2022 information-security management certification.
For travellers, the practical issue is operational resilience. Automated systems can reduce routine processing times, but contingency arrangements must remain available when passports cannot be read, facial matching fails, data links are interrupted or an individual case requires officer intervention.
Human staffing will consequently remain an essential part of the September programme. The technology can increase throughput, while live information determines where personnel are required and staffed counters provide the necessary fallback.
Passengers can also access queue-time information for check-in, security and immigration through the Sawasdee by AOT application, which supplies live flight information, gate changes and other airport updates in eight languages.
The September phase represents a shift from isolated automation towards coordinated passenger-flow management. Its longer-term value will depend less on the number of facial-recognition gates and more on how effectively border authorities, airport operations, airlines and tourism services use shared information.
A successful rollout could strengthen Suvarnabhumi’s appeal as a regional gateway by making peak-period processing more predictable, supporting tighter but realistic connection planning and reducing the operational shock created by concentrated international arrivals.
The next decisive milestone will be the publication of expanded eligibility rules. Wider automated arrival access would distribute the benefits directly across more source markets. A narrow rollout would still improve terminal conditions, but mainly by diverting selected passengers and enabling better staff deployment.
For international travellers, the safest expectation remains a potentially faster but not automatically paperless or queue-free arrival. For the travel trade, the essential message is even clearer: Thailand is expanding immigration capacity in September 2026, but biometric convenience, border eligibility and mandatory entry documentation remain three separate parts of the journey.
