Macao has begun developing Muslim-friendly tourism, multi-stop, and other regional travel connections to draw more Malaysian tourists. Details of the new campaign were shared at the Macao Economic, Trade, and Tourism Investment Promotion seminar on September 3, in Kuala Lumpur, during which over 60 cooperation agreements were signed after more than 120 business meetings. The new tourism offerings will focus on the requirements of Muslim travelers and will build connections between Macao and Malaysia and the surrounding countries of the Greater Bay Area. Macao is looking to further develop tourism offerings in the areas of cultural tours, medical tourism, business events, and strengthen partnerships with Southeast Asia.

For Malaysia’s outbound travel sector, the development represents Macao’s growing commitment to understanding and responding to the needs of Muslim travellers. The destination is moving towards creating more tailored travel experiences by improving tourism products, services and facilities that can better accommodate Muslim visitors.

Rather than promoting Macao only as a standalone destination, the latest cooperation framework focuses on connecting it with wider regional travel networks. Multi-destination tourism has become a major priority, with plans to create travel packages linking Macao with destinations across the Guangdong-Hong Kong-Macao Greater Bay Area while also encouraging visitors from the region to explore Malaysia and other nearby markets.

Macao and Malaysia have maintained strong connections through tourism, trade, culture and education. Their shared historical links along the Maritime Silk Road have supported closer exchanges, while visa-free travel arrangements and direct air connectivity have helped increase accessibility between the two destinations.

The latest tourism partnership aims to build on these foundations by encouraging greater collaboration between tourism operators, businesses, educational institutions and cultural organisations. The goal is to create more integrated travel experiences that benefit both destinations and strengthen regional tourism flows.

The seminar also highlighted Macao’s broader “Tourism +” strategy, which seeks to expand the destination’s appeal beyond traditional leisure tourism. Under this approach, Macao is developing new opportunities in areas such as exhibitions, wellness, medical travel and business tourism.

Healthcare tourism received particular attention as Macao continues efforts to position itself as an emerging destination for international visitors seeking medical services combined with leisure experiences. The development of medical tourism products is expected to create new opportunities, especially among Southeast Asian travellers looking for high-quality healthcare options.

A new regulatory framework for private healthcare institutions is expected to support this ambition. The upcoming changes introduce a “day hospital” category that provides a middle ground between conventional hospitals and clinics. The framework also aims to simplify licensing procedures while establishing clearer standards for telemedicine, outreach healthcare services and advanced medical treatments.

These healthcare developments, combined with cooperation between Macao and Hengqin, are expected to strengthen the region’s ability to provide integrated medical tourism experiences. By connecting healthcare innovation with tourism infrastructure, Macao aims to attract more international visitors and develop stronger partnerships with Southeast Asian markets.

The focus on Muslim-friendly tourism is also part of Macao’s wider effort to diversify its visitor base. As international travel patterns continue to evolve, destinations are increasingly creating specialised products that meet the cultural, lifestyle and service expectations of different traveller groups.

Malaysia remains an important market for regional tourism growth due to its strong outbound travel demand and diverse traveller segments. By strengthening cooperation with Malaysian tourism businesses, Macao aims to increase awareness, improve connectivity and develop travel experiences that encourage longer stays and wider regional exploration.

The latest agreements underline Macao’s ambition to become a more inclusive and interconnected tourism destination. Through stronger regional partnerships, enhanced travel products and investment in sectors such as healthcare and technology, Macao is positioning itself for future tourism growth while building closer links with Malaysia and Southeast Asia.
