Oman Tourism Gains 84,000 Arrivals in One Category as Overall Visitor Numbers Dip

Oman reported over 84,000 visitors on tourist visas between January and July 2026. The country introduced a new system in August that offered a free 14-day tourist visa. The number of visitors on tourist visas in 2026 rose by 6.9% compared to 2025, according to Oman’s Ministry of Heritage and Tourism. The total number of visitors in 2026 also declined. The increase in tourist visitors was reported through July. The new system was introduced in August. It is likely that visitors used other entry routes to Oman to enjoy a stay of less than 14 days. In fact, Oman already had a similar system in place prior to the new changes. The new system is likely to increase the number of visitors, but the impact of the new changes for 2026 has not yet been determined.omannews.gov.om
Oman tourist visa arrivals tell a different story from the total
The headline figure looks quiet. Oman recorded about 2.152 million arrivals from January to July 2026, compared with 2.164 million during the same seven months of 2025. That is a decline of 0.56%, according to figures released for World Tourism Day and carried by the official Oman News Agency. omannews.gov.om
Inside that total, however, arrivals holding tourist visas rose from about 1.224 million to 1.308 million. The increase was 6.9%, or approximately 84,000 arrivals. A small fall in the overall count therefore sits alongside a substantial rise in one entry category. omannews.gov.om
| Oman arrivals, January–July | 2025 | 2026 | Change |
|---|---|---|---|
| All arrivals | About 2.164 million | About 2.152 million | Down 0.56% |
| Arrivals holding tourist visas | About 1.224 million | About 1.308 million | Up 6.9% |

Those numbers describe arrivals, not necessarily 84,000 individual people making their first trip to Oman. Nor do they show how long the visitors stayed, what they spent or which places they visited. They establish a shift in the reported entry category; they do not, by themselves, explain its cause.
The August visa came after the measured growth
On 3 August 2026, Oman’s Foreign Ministry announced a new, free 14-day tourist visa. The decision had appeared in the Official Gazette on 2 August and took effect the following day. It created a separate, zero-fee tourist visa category for nationals designated by the competent authority, subject to its conditions. fm.gov.om

That date is central to this story. The latest tourist visa arrival figures stop at 31 July. The new visa was therefore unavailable during the period measured. Its introduction may affect later travel, but the January–July increase cannot be presented as evidence that the August measure has worked.
The distinction is easy to lose because Oman has more than one way for eligible visitors to enter. The Foreign Ministry also describes an existing 14-day visa exemption for visitors from more than 100 countries and regions. An exemption from obtaining a visa and the new free tourist visa are different provisions. The published arrival total does not say how many travellers used either one. fm.gov.om

What changed for travellers in August
Under the August decision, the new visa may be granted on request to nationals of countries selected by the competent authority. The Foreign Ministry says a holder may seek to replace it with another tourist visa category before it expires, provided the requirements and fees for that other category are met. fm.gov.om
That provision could matter to someone whose plans change after arrival. It should not be confused with the rules for the existing visa exemption: the Foreign Ministry’s entry guidance says an exempt 14-day stay cannot be extended or transferred to a residence visa. Travellers need to check which provision applies to their passport and circumstances before relying on either rule. fm.gov.om
For the exemption, the ministry lists conditions including a passport valid for at least six months, a return ticket, confirmed accommodation, health insurance and sufficient funds. Nationals in its second group face additional eligibility conditions linked to specified visas or residence status. The Royal Oman Police eVisa service provides an eligibility check for individual travellers. fm.gov.om
Why the distinction matters to Oman’s tourism industry
A rise in arrivals holding tourist visas gives hotels, airlines and tour operators a reason to watch the market closely. It does not guarantee more room nights or higher takings. A visitor who crosses the border for a short stay and one who travels across several governorates can both appear in an arrival count, while their spending differs greatly.

Oman’s wider tourism plan focuses on that difference. The Ministry of Heritage and Tourism has described a long-term goal of 12 million visitors by 2040, alongside investment in accommodation, distinctive experiences, connectivity and sustainable development. That is a published target, not a forecast drawn from the seven-month result. Ministry of Heritage and Tourism
Air links matter because entry rules have limited value if travellers cannot find suitable flights. Hotels and local operators face a different test: turning an arrival into a stay that supports restaurants, guides and other businesses. The current tourist visa figures do not reveal whether that conversion improved in 2026.
For now, three sets of data need to remain separate: how many people arrived, which entry category they held, and how much tourism activity those visits generated. Later figures that distinguish the new August visa from the pre-existing exemption would make its effect easier to assess. Without that breakdown, attributing a change in arrivals to either measure would be guesswork.
Three questions travellers should check before booking
1. Does the new free visa mean everyone can stay in Oman for 14 days?
No. The August announcement says the new visa may be granted to nationals of countries designated by the competent authority, under specified conditions. Check your eligibility through the Royal Oman Police eVisa service. fm.gov.om
2. Is the free tourist visa the same as the 14-day visa exemption?
No. One is a new visa category; the other allows eligible visitors to enter without obtaining a visa. Their rules should be checked separately. fm.gov.om
3. Can I change my plans and remain longer?
The Foreign Ministry says holders of the new visa may apply to replace it before expiry with another tourist visa category, subject to its rules and fees. Its guidance says the 14-day exemption cannot be extended. Confirm your entry category before making plans beyond 14 days. fm.gov.om

What the figures establish
Data from the first 7 months of the year showed an increase in the number of visitors to Oman, regardless of the free visa announcement. Total visitor numbers fell, and the Oman authorities are no doubt correct to assume that other visitor routes are also used by travelers, even if they can not be quantified for marketing purposes.
The new measure from August offered more route options to travelers who qualified. Although it is too soon to assess the full impact of this measure, based on past performance, visitor arrival numbers, average length of stay, and expenditure should be available relatively quickly. Until those reports are published, it is reasonable to assume that the 84,000 additional visitor arrivals were from before the new measure. Prospective visitors should use the online portal to determine the legal means by which they can enter Oman, and plan their trip based on those restrictions.
