During the preparation of the regulation, government documents outlined proposed minimum insurance limits depending on the type of travel activity.

For standard tourism activities, the recommended minimum insurance coverage was set at 3 million Kyrgyz soms, equivalent to approximately US$34,300. This level was designed to cover medical expenses and accident-related costs during regular holidays and sightseeing trips.

For adventure and extreme tourism activities, the proposed minimum coverage increased to 5 million Kyrgyz soms, around US$57,200. The higher limit reflects the increased risks associated with mountain activities, remote expeditions and physically demanding experiences.

The draft framework also stated that adventure tourism insurance should include emergency assistance, including search and rescue support. Certain adventure policies were expected to provide up to three days of search-and-rescue coverage.

Although the final insurance requirements may depend on the policy issued by operators, visitors planning adventure trips should carefully review coverage details before travelling. A basic travel policy may not automatically include high-risk activities.

Foreign Insurance Policies May Be Accepted Under Conditions

The government’s preparation documents indicated that travellers with existing insurance from foreign providers may not need additional coverage if their policy meets the required conditions.

To qualify, insurance coverage should meet the minimum financial limits, remain valid throughout the entire trip and clearly include medical or accident protection. Policies should also be available in one of the accepted languages, including Kyrgyz, Russian or English.

This provision could benefit international visitors who already purchase comprehensive travel insurance before departure. However, travellers booking through local operators should confirm that their existing insurance satisfies Kyrgyzstan’s tourism requirements.

Government assessments suggested that insurance premiums would remain relatively affordable for visitors. Estimated daily costs were placed between 400 and 500 Kyrgyz soms, approximately US$4.60 to US$5.70 per day.

A typical policy covering five to seven days was estimated at around 3,000 Kyrgyz soms, approximately US$34. Depending on the length of stay and level of protection, total insurance costs were expected to range between 3,000 and 10,000 Kyrgyz soms, around US$34 to US$114.

The relatively low cost structure is intended to make insurance accessible while ensuring that tourists receive meaningful financial protection.

For Kyrgyzstan’s tourism industry, the introduction of clearer insurance standards represents a move towards international safety practices.
